REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF COMMERCE Facilitating Angola’s Economic Integration Through Export Diversification & Competitiveness Sector: Trade and Regional Integration Financing Agreement Reference: African Development Bank through KOAFEC Trust Fund Porject No.: KOAFEC Grant Number 100000018 The Government of Angola has received financing from the African Development Bank through the Korea- Africa Economic Cooperation Trust Fund toward the cost of the Facilitating Angola’s Economic Integration through Export Diversification and Competitiveness Project, and intends to apply part of the agreed amount for this grant to payments under the contract for the Angola Export Diversification Diagnostic Study. The services under this contract include: (i) Export Diversification Diagnostic Study Report identifying 5 to 7 targeted sectors; (ii) Action Plan for skills development, institutional development and requisite policy milieu for development of the selected sectors; (iii) Sector profiles characterizing the targeted 5 to 7 export sectors; and (iv)Half-day dissemination workshop in Luanda. The implementation period of the study is estimated at 60 non-consecutive working days. The estimated starting date of the study is September 24, 2014. The Ministry of Commerce of Angola now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, May 2008 Edition and revised on July 2012, which is available on the Bank’s website at http://www.afdb.org.
