Final Report Mid-Size Sustainable Energy Financing Facility (MidSEFF) Başarı Solar PV Plant: Non-Technical Summary (NTS) June 2017 Final Report European Bank for Reconstruction and Development Başarı Solar PV Plant: Non-Technical Summary (NTS) June 2017 The European Bank for Reconstruction and Development (EBRD) launched in January 2011 a financing facility aimed at scaling up Renewable Energy and Energy Efficiency investments in Turkey, to increase the country's energy savings and decrease its carbon emissions. The Turkish Mid-Size Sustainable Energy Financing Facility (MidSEFF) launched by the EBRD with support from the European Investment Bank (EIB) and European Union (source of the Technical Cooperation funds) will provide a total of EUR 1,600 million (which includes EUR 400 million provided by EIB) in loans through 7 Turkish banks for on-lending to private sector borrowers. This report has been prepared by MWH S.p.A., D’Appolonia S.p.A., GFA and Frankfurt School of Management and Finance (hereinafter the “Consortium”) for the European Bank for Reconstruction and Development (EBRD) in relation to the above-captioned project and is confidential to the client. General Plant Description Başarı Solar PV Plant Project, with a total capacity of 10.3 MWe, aims to exploit the solar power potential within the borders of Aksaray and Kırıkkale Provinces in the Central Anatolia Region and within the borders of İzmir Province in the Aegean Region. The Project consists of 11 unlicensed Solar PV plant sub-projects at 3 main locations as summarized below: 4 un-licensed PV projects in Hamidiye-Alaca Neighbourhood of the Central District in Aksaray Province for a total of 3.99 MWe, 3 un-licensed PV projects in Kurşunkaya Village of Keskin District in Kırıkkkale Province for a total of 2.4 MWe, 4 un-licensed PV projects in Çakaltepe Village of Menderes District in İzmir Province for a total of 3.87 MWe. Land preparation works have started in May, 2017 for some of the sub-projects in Kırıkkale and Aksaray Provinces. The Sponsor informed the PC that civil works for the İzmir sub-projects will start in July, 2017. All plants are expected to start generating electricity by December, 2017. Aerial views of the proposed project sites and the Energy Transmission Line (ETL) routes are shown in the figures below. Each project’s Project installed capacity is under 1 MW. Borrower The 9 SPVs are founded by Başarı Yatırımlar A.Ş. for the specific purpose of developing, constructing and operating the unlicensed solar projects established in accordance with Turkish law. Project Başarı Yatırımlar A.Ş. Sponsor The total project cost is USD 14,334,380 including Value Added Tax (VAT). The EBRD proposed financial scheme includes debt financing in the amount of USD 11,450,000 Transaction and the borrower’s own contribution in the amount of USD 2,884,380. The debt to equity ratio is approximately 80:20%. Başarı SEPP project will contribute to the share of renewable energy in the Turkish energy market. The generation of electricity from renewable source will replace the Project electricity otherwise produced from fossil fuels. Description / Business Başarı SEPP project includes 11 unlicensed solar Photovoltaic (PV) sub-projects that Purpose will be realized under the legal status of 9 SPVs (given in the table below) established to build and operate solar energy power plants. These SPVs have been established by the Sponsor specifically to develop and realize the solar PV sub-projects. Environmental and Social Baseline 2.1 Environmental description of the project areas All the sub-projects will be located on ‘marginal agricultural lands’ or ‘dry marginal agricultural lands’ according to the official opinion letters received from the related Provincial Directorate of Food, Agriculture and Livestock. The Sponsor has also obtained “Non-Agricultural Utilization Permit” for all the sub-projects in accordance with the Law no. 5403 on Soil Conservation and Land Use during the zoning plan approval process. The Soil Protection Projects have been prepared for the İzmir, Kırıkkale and Aksaray project sites and submitted to the related Provincial Directorates of Agriculture. The Sponsor has to comply with the requirements of these reports during the construction and operation phases of the projects according to the Law No. 5403 on Soil Conservation and Land Use. This issue will also be checked by the PC during the monitoring phase. The “Environmental Impact Assessment (EIA) Exemption” decisions have been granted by the Provincial Directorates of Environment and Urbanization for all sub-projects. The proposed project sites have no direct interaction with any Natural Parks or Wildlife Protection Areas. Detailed information about the closest protected areas and water surfaces to the other project locations are given below: For the Kırıkkale projects, the nearest protected area is Karaahmetli Natural Park which is 12.6 km away from the project site. The closest water surface is Kapulukaya Dam Lake and is 11.4 km far from the site. The closest protected area to the Aksaray project location is Bozdag Natural Park (77 km). There is no sensitive environment in the close proximities of the project location. For the İzmir projects, the closest protected area is Efeoğlu Natural Park which is 16 km away from the İzmir project location. The site is located at a 16 km distance from the Tahtalı Dam Lake. It can be said that the impact of tree cutting on the landscape will be ignorable for the project locations. The projects sites are generally poor in vegetation and no tree cutting will be required for the projects in Aksaray, Kırıkkale and Izmir.
