MINUTES of the meeting of the GRASSMOOR, HASLAND AND WINSICK PARISH COUNCIL held on 13 January 2021 at the Grassmoor Community Centre. PRESENT Councillor P J Hemsley (in the Chair) Councillors I F Barlow, A H Booker, J Hartshorne, L Hartshorne, E A Hill, S Hinds, J Marriott, R W Marriott and J Wood. PUBLIC PARTICIPATION There were no matters raised in public participation. POLICE/PARISH LIAISON The Clerk reported that over the Christmas and New Year period there had been several incidents of motor cycles and quad bikes using the Country Park. The Clerk had reported these to the Police. It was noted that several local residents had tried to contact the Police using the 101 service but had given up owing to the length of time they had waited on the telephone. It was agreed that the Clerk write to the Chief Constable and the Police and Crime Commissioner to complain about the 101 service. COUNTY COUNCIL MATTERS Councillor Barker reported that he had again reported the broken speeding sign on North Wingfield Road. The officer dealing with the siting of the bus shelter at the junction of North Wingfield Road and Norfolk Avenue had agreed to attend a site meeting to discuss the issue. The Clerk would arrange a suitable date. The Clerk had been unable to locate the contact details of the resident who first requested the bus shelter. It was noted that the District Council had agreed to provide a response regarding the footpath connectivity by the end of the week. DISTRICT COUNCIL MATTERS It was noted that the District Council had provided updated guidance regarding signage for disabled toilets which would be relevant to the Community Centre and the Hub. 3529. APOLOGIES FOR ABSENCE Apologies for absence were received on behalf of Councillor L Thomas. 3530. DECLARATION OF MEMBERS INTERESTS Councillor L Hartshorne, P J Hemsley, S Hinds and J Wood declared personal interests in the item relating to Grassmoor Community Centre as members of the Community Centre Management Committee (Minute no. 3535 refers). MINUTES RESOLVED that the Minutes of the meeting of the Parish Council held on 9 December 2020 be confirmed as a correct record and signed by the Chair. 3532. ITEMS IN EXCLUSION There were no items to be taken in exclusion. 3533. ACCOUNTS FOR PAYMENT The Responsible Financial Officer presented for information, details of receipts and payments to 4 January 2021 which showed an overall balance of £142,115.94. The bank reconciliation could obviously not be signed but the Responsible Financial Officer had circulated a copy to every member by email. CHAIR’S ANNOUNCEMENTS It was reported that a request for donations to the North East Derbyshire District Council Chairman’s Appeal had been received. This year the Appeal was in aid of Alzheimer’s Research UK and the National Deaf Children’s Society. It was agreed that a donation of £100 be made to the Appeal. RESOLVED to approve a donation of £100 to the North East Derbyshire District Council Chair’s Appeal. 3535. GRASSMOOR COMMUNITY CENTRE The Centre was currently closed owing to the latest lockdown restrictions with the exception of Little Learners who were permitted to operate. 1083 Consecutively numbered pages of the Minutes of the Meetings of Grassmoor, Hasland and Winsick Parish Council held from 1 January 2005 The Centre Manager advised the Parish Council of his intention to retire in June. It was agreed that a meeting of the Management Committee be convened to discuss the Centre Manager’s post and also to ensure that the Centre was ready to re-open when the current restrictions were lifted. RESOLVED to note the report. 3536. BARNES PARK AND WINSICK PARK The Clerk reported that with regard to the flooding problem, he had met with an officer from the Highways Division of the County Council prior to Christmas. It had been agreed that an additional gully or gullies would be installed at the main entrance to Barnes Park. It was agreed that the pavement would be raised to hopefully prevent more water from entering the Park. Unfortunately however, these works could not be undertaken until the new financial year in April 2021. The County Council had advised that the issue on Birkin Lane related to a surface water drain which was the responsibility of Yorkshire Water. The Clerk agreed to contact Yorkshire Water. The Clerk reported that the lights on the MUGA and the Skatepark were not working. It was not clear whether it was a fault with the supply or a problem with the lights. The Clerk would investigate. The Clerk had measured for new signs at Winsick Park and would order them as as soon as possible. RESOLVED to note the report. 3537. CCTV The Clerk reported that he had contacted Brown’s Taxis to see if they would be happy to house the server on their property. The request had been declined. The Clerk agreed to contact Persimmon Homes to see if they could provide a suitable building to house the server. RESOLVED to (a) note the report; and (b) contact Persimmon Homes to see if they could provide a suitable building to house the server. 3538. MILL LANE ALLOTMENTS There were no matters relating to Mill Lane Allotments to report. RESOLVED to note the report. 3539. GILL LANE ALLOTMENTS There were no matters relating to Gill Lane Allotments to report. GRASSMOOR LAGOONS There were no matters relating to the Lagoons to report. RESOLVED to note the report. 3541. BIG LOCAL It was reported that Big Local were looking to provide outdoor cultural activities in Barnes Park during the summer, Covid restrictions permitting. No firm arrangements had been made at this stage, but the Parish Council agreed to support the idea in principle. It was also noted that if possible, Big Local were looking to run summer holiday youth activities in the Park. Big Local had also organised a Santa’s Grotto on Mill Lane Allotments which had proved very popular. RESOLVED to support in principle the summer outdoor cultural activities planned by Big Local. 3542. BARNES PARK PROJECT The Clerk reported that work had been completed on the footings for the building. The six units that would comprise the building were due to arrive on site on 19 January. A new water supply to the building was required and an application for this had been made to Severn Trent at a cost of £301.59. The Park entrance to the rear of the building had been closed to accommodate the building of the access ramp. The Clerk had agreed red bricks to be used for the external brick work which was in line with what had been specified in the planning application. The Clerk reported that the first payment of Section 106 funding in the sum of £60k had been received from North East Derbyshire District Council. The Council had advised that £2,500 of Section 106 funding was not yet available. Should it not be available during the life of the project, the shortfall could be met from within Parish Council reserves. As Section 106 funding was taking longer than anticipated to be processed, the Clerk had requested that Big Local amalgamate the January and February payments to give a single payment of £130k due at the end of January. Big Local had agreed in principle to this request subject to confirmation that all the works specified on the invoices had been completed. The Clerk had spoken to the Land Registry regarding the Certificate of Ownership application. They had advised that a decision should be made within the next two weeks. CLIMATE CHANGE EMERGENCY The Clerk presented a first draft of the climate change action plan for information. Further work was required to complete the plan and an updated version would be presented to the Council in due course. RESOLVED to note the report. 3544. ADDITIONAL LIGHTING - DOCTORS PATH It was noted that the ownership of the path had still not been ascertained.
