Paragraph 8 of the statement stipulates that ‘exchange of prisoners of war, hostages and other detainees as well as the remains of the fatalities shall be carried out’. The Armenian side has returned all the Azerbaijani captives, whereas this requirement has not been fully met by Azerbaijan. Evidence indicates that Azerbaijan blatantly violates the human rights of Armenian prisoners of war (PoWs), breaching international humanitarian law1. The Commission is asked: 1. Since the statement by the EEAS spokesperson on 29 January 2021, what concrete steps has the EU taken to achieve the fulfillment of paragraph 8, particularly the return of the Armenian captives and PoWs, including civilians and women, being held by Azerbaijan despite the agreement? 2. What measures has the EU taken to prevent the abuse and instrumentalisation of Armenian captives and PoWs for political purposes, and to ensure that the Red Cross can visit them? 3. Has the EU asked Azerbaijan to communicate the exact number of captives, since there is no clarity on it?
