Proposal 1.1. This application seeks Listed Building Consent for the installation of 4 no. internal recording cameras at The Council House in Victoria Square. 1.2. The cameras would be 0.14m (w) x 0.16m (h) x 0.16m (d) to be installed in each corner of Committee Rooms 3 and 4 used to record meetings. They would be coloured white. 2. Site & Surroundings 2.1. The Birmingham Council House occupies a site between Chamberlain Square, Eden Place, Victoria Square and Chamberlain Square. The present building was designed by Yeoville Thomason and built between 1874 and 1879 on what was once Ann Street. 2.2. The building is three storeys plus basement made of stone with a tile roof. The site forms part of the Colmore Row and Environs Conservation Area designated in October 1971 and extended in March and then July 1985. 2.3. The building provides office accommodation for both employed council officers, Chief Executive and elected council members. There is also a large and ornate banqueting suite complete with minstrels gallery. Committee Rooms 3 & 4 are located on the ground floor fronting onto Victoria Square. The rooms are used to hold meetings. 3. Planning History 3.1. 17/03/2005 - 2004/07047/PA (LB) - Removal of internal door, insertion of new internal door, installation of internal cameras and electronic locks – Approve Subject to Conditions. Page 1 of 3 4. Consultation/PP Responses 4.1. Local Councillors, Colmore Row Business Improvement District, Retail Birmingham Business Improvement District and amenity societies notified. Press and site notice posted. No response received. 4.2. English Heritage – This application should be determined in accordance with national and local policy guidance. 5. Policy Context 5.1. Birmingham UDP 2005; Places for All SPG 2001; Colmore Row and Environs Conservation Area Character Appraisal, Grade II* listed building, National Planning Policy Framework. 6. Planning Considerations 6.1. Local and national planning policy seeks to preserve and enhance heritage assets. Paragraph 131 of NPPF states that local authorities should take account of the desirability of new development making a positive contribution to local character and distinctiveness. 6.2. Policy 3.25 of the UDP requires that special regard will be given to the desirability of securing the retention, restoration, maintenance and continued use of buildings of special architectural or historic interest. Any external or internal alterations or additions to a listed building should not adversely affect its architectural or historic character. 6.3. It is considered the proposal would not have a detrimental impact on the Listed Building. The cameras are of a small scale and would be located in the corner of the rooms. 7. Conclusion 7.1. Subject to the DCLG raising no objections I consider the proposal would have an acceptable impact on the character and appearance of the Listed Building. 8. Recommendation 8.1. That authority be given to refer Application No 2013/01613/PA to the Department for Communities and Local Government for their determination in accordance with Regulation 13 of the Town and Country Planning (Listed Building and Conservation Areas) Regulations 1992 and that they be advised that the Local Planning Authority would be minded to approve the application subject to the following conditions: 1 Requires the scheme to be in accordance with the listed approved plans 2 Limits the approval to 3 years (conservation/listed buildings consent) Reason for Approval 1 Birmingham City Council grants Listed Building Consent subject to the condition(s) listed below (if appropriate). The reason for granting consent is because the development is in accordance with: Page 2 of 3 Policy 3.25 of the Birmingham Unitary Development Plan 2005; the Birmingham Conservation Strategy 1999, which has been adopted as Supplementary Planning Guidance; and the National Planning Policy Framework.
