Running for public office is an exciting experience that carries with it certain legal responsibilities and obligations. The 2021 Candidate Guide provides general information and an overview of the requirements related to candidacy for the City of Northglenn’s 2021 regular municipal election. Questions concerning the election, nomination process and campaign finance may be directed to the City Clerk. Questions prompting legal advice should be directed to private legal counsel. In addition to the Candidate Guide, staff will host a candidate information session in late July or early August to provide an overview of the City and to answer questions candidates may have regarding City operations and the election process. The November 2, 2021 election will be a mail ballot election coordinated with Adams County and Weld County. Five City Council seats will be elected in November, which include: Ward 1 Council member – 4-year term; Ward 2 Council member – 4-year term; Ward 3 Council member – 4-year term; Ward 4 Council member – 4-year term; and Ward 4 Council member – 2-year term. The Ward 4 Council member – 2-year term is necessary due to Council member Antonio B. Esquibel’s resignation. The shortened 2-year term will keep the Ward 4 terms staggered as required by the City Charter. Please contact me at 303-450-8757 or via email at [email protected] with any questions. When City Hall reopens to the public on June 1st, in-person services will be available from 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding holidays. Candidate Qualifications . United States citizen . Registered voter . Northglenn resident for 1 year immediately preceding the election . Ward resident for a minimum of 32 days immediately preceding nomination . No felony convictions Declaring Candidacy Individuals may declare their candidacy at any time. A Candidate Affidavit must be filed with the City Clerk’s Office within 10 days after becoming a candidate. Nomination Petitions May only be circulated from August 3, 2021 to August 23, 2021. Must contain valid signatures from at least 25 registered electors residing within your ward for Council member candidates. Petition forms are provided by the City Clerk’s Office in August. Write-in Candidates Votes for write-in candidates will only be counted if the individual has filed an Affidavit of Intent to be a write-in candidate with the City Clerk by August 30, 2021. Terms Council members serve 4-year terms, with the exception of the Ward 4 Council member position that will be elected for a 2-year term. The shortened term is necessary due to the resignation of Council member Esquibel to keep the terms staggered. Newly elected members will take office at the first meeting after the election results have been certified (late November/early December). Term Limits Council members are limited to serving two consecutive 4-year terms. Compensation Mayor: $544.00/bi‐weekly $14,144.00/year Mayor Pro Tem: $447.20/bi‐weekly $11,627.20/year Council member: $388.80/bi‐weekly $10,108.80/year Council members also receive a monthly stipend of $370 to cover expenses related to supplies, subscriptions, phone and computer expenses, and vehicle expenses. Council Meetings Regular meetings – 2nd & 4th Mondays of each month at 7:00 p.m. Study sessions – 1st & 3rd Mondays of each month at 6:00 p.m. Special meetings – as needed Council members also serve on various committees and regularly attend meetings of other agencies and organizations. Voter Lists Voter registration lists, mailing labels, and other election data may be requested from the Adams County and Weld County Election Departments. May be displayed beginning September 3, 2021 . Must be removed by November 7, 2021 . Not allowed in the City’s right-of-way, in medians or in parks. Cannot be posted on public property such as utility or traffic signal poles or cabinets. Residential zones: . No larger than 3 square feet . No higher than 4 feet . Must be set back from the property line 10 feet in the front and 5 feet on the side of the property . The number of signs allowed is limited to the number of ballot issues and candidates. Non-residential zones: . A total of 5 signs are allowed . 3 signs no larger than 3 square feet . 2 signs no larger than 18 square feet . No higher than 8 feet .
