Central Bedfordshire Council TRAFFIC MANAGEMENT MEETING 12 FEBRUARY 2019 Petition – Dunstable Street (Flitwick Road) Parking Report of: Paul Mason, Assistant Director, Highways ([email protected]) Responsible Officer(s): Paul Salmon, Team Leader, Traffic Management, Highways ([email protected]) Purpose of this report To report on the petition to implement parking restrictions from the junction of Dunstable Street/ Flitwick Road, Ampthill to Lavender Court care home. RECOMMENDATIONS The Traffic Management Meeting is asked to: 1. Note the Petition 2. Partially implement the petition request to implement waiting restrictions. Issues Background Information 1. Central Bedfordshire Council received in December 2018 a petition to introduce parking restrictions. 2. The petition proposal is to implement parking restrictions from the junction of Flitwick Road/Dunstable Street to the Lavender Court care home. 3. The petition was received from the Managing Agent for ‘The Cedars’ gated community due to the perceived reduced visibility (and hence danger) to residents and locals attempting to exit The Cedars; the Ampthill Library; or Lavender Court care home. 4. Flitwick Road is a two-way, single carriageway road with a speed limit of 30mph. Options for consideration 5. To undertake further investigation to determine the most suitable waiting restriction arrangement to ensure safety along the section of Flitwick Road. 6. Proposal to include bus stop road markings to allow bus service to operate effectively. Reason/s for decision 7. The proposal to implement parking restrictions throughout the extent of this area is recommended to be partially accepted for the following reasons: a. Flitwick Road residents/properties have sufficient off-street parking therefore should not park on the carriageway. However, in doing so creates a higher risk of vehicular collision. b. Implementing ‘No Waiting’ restrictions Southbound along Flitwick will increase visibility from vehicles exiting The Cedars, Ampthill Library and Lavender Court. c. Implementation of ‘Bus Stop’ road markings at bus stop south of The Cedars will prevent parking and, hence, improve visibility for vehicles exiting Ampthill Library and Lavender Court. Council Priorities 8. Not applicable. Corporate Implications 9. None. Legal Implications 10. None. Financial and Risk Implications 11. None. Equalities Implications 12. None. Conclusion and next Steps 13. The petition proposals are recommended to be partially accepted as there is sufficient justification to implement parking restrictions after a Highway Officer review. 14. Highway Officer to review and propose a road marking scheme. Appendices Appendix A: Petition Appendix A: Petition .
