SELF STUDY REPORT Charles Freer Andrews (12.02.1871 - 05.04.1940) Baishnabghata, Garia, Kolkata 700084 Submitted to National Assessment and Accreditation Council (NAAC) Bengaluru, India for 2nd Cycle of Accreditation, 2015 From the Desk of the Principal inabandhu Andrews College, now a premier institution of higher education Dunder the University of Calcutta, was founded in 1956 by a decision of the Government of India [Letter No. BH-5(5)/55-Genl, dated 07.01.1956] to establish five new colleges on a sponsored basis for the higher education of the children of displaced persons from East Pakistan (now Bangladesh) who had settled at Jadavpur, Baisnabghata, Narkeldanga, Dum Dum and Bon- Hooghly. In pursuance of the decision mentioned above, the Government of West Bengal sanctioned the establishment of five new colleges on a sponsored basis for the said purpose (Government of West Bengal Order No. 7805-Edn, dated 24/25.07.1956) with affiliation to ‘Intermediate’ and ‘Degree’ courses in Arts and Science. The college at Baisnabghata was named after Rev. C.F. Andrews (12th February, 1871— 5th April, 1940) ), a noted educationist and close associate of Gurudev Rabindranath Tagore and Mahatma Gandhi, who had come to India from England as a Christian missionary and subsequently identified himself with the cause of social reforms and India’s independence. He earned the epithet ‘Dinabandhu’ for his compassionate services to the poor. The college started discharging its duties satisfactorily and later took on additional responsibilities by introducing new subjects and courses of all streams (Arts, Science and Commerce) at the General and Honours levels. The number of students has increased steadily over the years. Postgraduate courses in Zoology and Electronic Science were introduced in 2000 and 2006, respectively. Infrastructural development took place in the form of modernization and expansion of library facilities, setting up of a Computer Centre and a Conference Room, installation of two power generators of capacities 63 KVA and 30 KVA, establishment of a roof-top Photo Voltaic Solar Power Plant of the capacity of 20 kWp, up gradation of classrooms, commissioning of LPG-based burner points in the laboratories of the Departments of Physics and Chemistry and the like. The confidence of the local people in the college is manifest in the ever-growing number of admission seekers, that of the University of Calcutta in its decision of selecting the college as a major Centre for holding examinations at the undergraduate level, and that of the Government of West Bengal in its investing the college with the responsibility of conducting various public service examinations of both national and state levels on the one hand and of organizing the ‘West Bengal Inter-College Sports Championship, 2015’ on the other. Many of the students who passed out of the college are now established in different walks of life, and quite a number of them have made their mark on various fields such as education, medicine, engineering, law, politics & legislation, public administration, journalism, arts, literature and games & sports. The college derives deep satisfaction from the multi-faceted achievements of its former students and strives for maintaining the excellence it has attained over the years which, needless to say, is a difficult and never-ending endeavour. College is made centres for holding public examinations by Government/Non- Government authorities, 2. The college was entrusted by the State Government to organize ‘West Bengal Inter- College Sports Championship, 2015’in February-March,2015 Weakness • One fourth of the teaching posts are vacant • Absence of any provision for appointment of technical staff for the lab-based departments • There is no provision for appointment of IT professional for looking after day to day maintenance of IT Infrastructure • Non-teaching staff pattern does not allow the college to appoint any staff for performing specialized jobs such as (1) Maintenance of leave record, (2) Preparation of papers for terminal benefits of teachers and staff etc. • Research activities are less than expected • Number of Seminars/Workshops held is less than expected SSR : Dinabandhu Andrews College, 2015 3 • College does not have a playground for the students • College library has not yet been fully computerized • College administration has not yet been fully computerized • Online payment gateway has not yet been opened in connection with payment of fees by the students • Absence of Gymnasium • There is no Medical Unit in the college till date • Some of the academic departments are suffering dearth of students for reasons yet to be ascertained Opportunity • The pond within the college premises may be developed to a Natural Research Laboratory for Fishery/Aquaculture • The very high demand ratio for most of the subjects enables the college to select meritorious students in successive years • Examinations may be held in separate building leaving classrooms free for holding classes • Research Units of Microbiology and Electronics may be developed using the available infrastructure of the departments of Microbiology and Electronics • More institutional memberships may be obtained • Library may be fully computerized using the modern software already available in the college • Some of the classrooms may be developed into Smart Classrooms Challenge • Accommodating a large number of students against the limited infrastructure available in the college • Sustenance of Administrative services due to shortage of non-teaching staff • New appointments of non-teaching staff against retirement is a very long drawn process sometimes claiming even several years • Introduction of new course(s) in the face of long drawn procedure for sanction of teaching posts and appointment of teachers • Sustenance
