Singahache’s best performance was in monitoring service delivery and providing political leadership. He scored maximum points in monitoring as it was evident that he had undertaken monitoring across all the sectors and followed-up on service delivery concerns and caused some changes. Those that organized meetings either did not provide information about what the district was doing or planning to do or pick feedback and officially submit it to the district council. • Inadequate monitoring of government projects: Although councillors appreciated their monitoring role, they did not give it a priority and most of them performed poorly on this parameter. Results show that 46 out of 49 councillors scored less than 50% of the total score for monitoring (45 points).
