August, 3rd, 1985 is a land mark in the annals of the Legislature of Anohra Pradesh on which day the Prime Minister, Sri Rajiv Gandhi inaugu­ rated the Andhra Pradesh Legislacure Build­ ings. The newly constructed Assembly Build­ ing of Andhra Pradesh is located in a place adorned by thick vegitation pervading with peaceful atmosphere with all its scenic beauty. It acquires new dimensions of beauty, elegance and modernity with its gorgeous and splen­ did constructions, arches, designs, pillars of various dImensions, domes etc. Foundation stone for this new Legislature Building was laid by the then Chief Minister, Dr. M. Chenna Reddy on 19th March, 1980. The archilecture adopted for the exterior devation to the new building is the same as that of the old building, leaving no scope for differentiation between the two building~. The provision of detached round long columns under the arches add more beauty to the building. The building contains modern amenities such as air-connitioning, interior decoration and reinforced sound system. There is a provision for the use of modc:rn sophisticated electronic equipment for providing audio-system. The Assembly Hall is semi-circular in shjpe with a radius of 18.5 mtrs. There is a 4.5 mtrs. wide circular corridor all round it,from which members enter into the Assembly Hall through four entrances. Chambers for the Speaker, Chid Minister, Opposition leaders and Ministers are also provided. There are 32 rooms- 16 on the ground floor and 16 ant he first floor of the building with attached toilets. The building covers plinth area of about 65,000 sq. ft. and the estimated cost of the building was Rs. 305 lakhs. The Assembly Hall IS on the ground floor and it has seating caprlcity for 308 MLAs. The seat,ng arrangement in the House is so made that each Member can guage any Mlmber who sits in any corner of the House. The interi.)f of th3.(tssembly dominated by the majestic Speaker's podium made of original rose wood, has mustard cO/Jur carpe~'ng, rose wood laminated furnishing and beautiful chandeliers. The Assembly also h3s perfect accoustics. Outside the main Assembly hall, perfect lighting conditions are maintained by the unique glass roofing. A complete glass panelling of the visitor's galleries on the balcony prevents any aukw8rd situation of pamplets beir7g thrown In the house. Only the press gallery has an iron railing for reporters to record the exact proceedings of the house. An eleclronic,{smoke detection system worth Rs. 50,000/ - has been installed to avoid any fire mishap in the building. WO\k is in progress to install an electronic voting system by the public sector ECIL. A new a'Jdio system with ear phJnt1s which automatically provides for the proceedings in both Telugu and English is an added faci/dy. 't Source: Bonklet printed by the oVector of Printing, Government of Andhra Pradesh on the occasion of inauguration of the buildinfS, i985, FOREWORD The District Census Handbook (DCH), compiled by the Census Organisation on behalf of the State Governments, is one of the most valuable products of the Census. The DCH is c)nstantly referred to by planners, administrators, academicians and researchers. It is Inter alia used for delimitation of con­ stituencies, formulation of local level and regional plans and as an aid t'J District administration. The district census handbook is the only publisation which provides Primary Census Abstract (PCA) data upto village level for the rural areas and wardwis8 for each city or town. It also provides data on infrastructure and amenities in villages and towns, etc. The district census handbook series was initiated during the 1951 Census. It contained impor- tant census tables and PCA for each village and town of the district. During 1961 Census the scope of the DCH was enlarged and it contained a descriptive account of (he district, administrative statistics, census tables and a village and town directory, including PCA. The 1971 DCH series was planned in three parts. Part-A related to village and town directory, Part-B to village and town PCA and Part-C comprised analvtical report, administrative STatistics, district census tables and certain analytic21 tabl€s based on PCA and amenity data in respect of villages. However, in some states it was confined to district census tables and in a few cases altogether given up due to delay in compilation and printing. While designing the format of 1981 DCH series some new features along with the restructuring of the formats of village and town directory have been attempted. At the same time, comparability with the 1971 data has also been kept in view. All the amenities except power supply in the village have been brought together in the village directory with the instruction that in caS3 an am:::nity is not Jva i­ lable in the referrent village the distance in broad ranges from the nearest place where the amenity is available may be given. The restructuring of the format of the village directory and incorporating more exhaustive data on infrastructure aspect particularly in relation to amenities and l.:lnd-use pattern is expected% further meet the need micro level planning for rural areas. it is expected to help not only in local area planning but in the regulating the proVIsion of goods and services as well so as to minimise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of the requirements of the Revised Minimum Needs Programme. Such new items of information as adult literacy centres, primary health subcentres 2nd community health workers in the village have been introduced in the village directory with this objective in mind. The new item on approach to the village is to have an idea about the villages in the district which are inaccessible. A new column, "total population and number of households" has been intrOdu­ ced to examine the correlation of the amenities with the population and number of households they serve. Addition of two more app'mdices listing the villages where no amenities are available and according to the proportion of scheduled caste and scheduled tribe population to the total population has also been made with this view in mind. The formats of the town directory have also been modified to meet the requirements of the Minimum Needs Programme by providing information on a few new items. A new statement on civic and other amenities in slums in Class-I and Class-II towns (Statement IV-A) has been introduced with this objective in mind. It is expected that this will help the planners to chalk out programmes on provision of civic amenities for the improvement of slums. The columns on Scheduled Castes and Scheduled Tribes population in Statement IV relating to civic and other amenities and adult literacy classes I centres under educational· facilities in statement V are also added Inter Alia with this view. A signi'ficant addition is class of town in all the seven statements of the town directory. The infrastructure of amenities in urban areas of the country can be best analysed by taking the class of towns into consideration. The addition of the columns on civic administration status and population in a few statements also serves this purpose. ii The format of the primary census abstract for the villages and towns has been formulated in the light of changes in the economic and other questions canvassed through the individual slip of 1981 Census. In order to avoid delay in publication of 1981 DCH series it has been so designed that Section I & II of the volume contains village and town directory and Section III, the PCA of villages and towns including the Scheduled Castes and Scheduled Tribes PCA upto Taluk I Town levels. At the beginning of the DCH a detailed analytical note supported by a number of inset tables based on PCA and non-census data in relation to the infrastructure has been introduced to enhance its value. The district and taluk I town level maps depicting the boundaries and other important features have been inserted at appropriate places. to further enhance the value of the publication. The publication is a joint venture of the State Government and the Census Organisation. The data have been collected and compiled in the State under the direction of Shri S. S. Jaya Rao. I. A.
