McGUFFEY SCHOOL DISTRICT SCHOOL BOARD MEETING THURSDAY, NOVEMBER 15, 2012 The regular meeting of the Board of Directors of the McGuffey School District was held on Thursday, November 15, 2012, at the McGuffey High School Large Group Instruction Room, Claysville, PA. President Carl Group called the meeting to order at 7:08 p.m. Roll Call of Board Members was taken. A quorum was established. ROLL CALL – Present: GROUP, HARDEN, IAMS, RICHEY, ROSS, SHRIVER, SZYGENDA Absent: LANE, LEASURE Also present were Mrs. Beverly Arbore, Superintendent; Ms. Erica Kolat, Assistant Superintendent; Mr. Scott Burchill, Business Administrator, and Solicitor, Christina Lane. Recognition during committee *Band Director Dave Haines introduced Drum Major Megan Pendleton who provided an overview of the bands accomplishments for the fall of 2012, which included the following: Undefeated season in Pennsylvania Interscholastic Marching Band Association competition. First place at events in East Allegheny, Norwin, Beaver and West Allegheny Class AA PIMBA Championship The awards and trophies for these events were displayed in the back of the board room. *Renee Dickson, High School Family Consumer Science teacher and Abigail Wilson, Middle School Family Consumer Science teacher provided an overview of their courses. Family and Consumer Science students shared class projects, decorated cakes and various appetizers. The school board commended both presenters for their dedication and hard work and thanked all those who represent McGuffey School District so well. Recognition Student Council Representative: *Natalie Cerciello, Junior, gave an overview of past and upcoming events throughout the District. Middle School Students of the Month for November: Laura Jacob, Middle School Assistant Principal recognized and congratulated the middle school students of the month for November: *Destiny Herceg, grade 8 *Shaun O’Hern, grade 6 1 McGuffey School District School Board Meeting Thursday, November 15, 2012 Other Presentation(s) Senior Day of Caring: NHS Chairpersons John Cox and Mitchell Leverknight. Background Information: The National Honor Society requests permission to hold its 18th annual Senior Day of Caring event. NHS members participate in Claysville community projects with the help and direction of the Claysville Assistant Fire Chief such as volunteering at the Senior Center and local nursing homes, and cleaning up at the Community Park and cemetery. They also participate in volunteer work in Washington community organizations such as Christian Outreach, City Mission, Vernon Neal Complex, and the Brownson House. MOTION: Szygenda moved, seconded by Shriver, administrative recommendation to approve the National Honor Society’s request to hold its annual Senior Day of Caring in the spring 2013, and the District’s agreement to provide bus transportation and faculty coverage for chaperones and students to participate in the event. Questions from the Board – None Questions from the Public – None VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) Approval of Minutes Background Information: The minutes of the October 18, 2012, school board meeting are submitted for approval. MOTION: Szygenda moved, seconded by Shriver, administrative recommendation to approve the minutes of the October 18, 2012, school board meetings as submitted. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) Schedule of Bills Background Information: The Schedule of Bills from 10/17/12 to11/15/12, check # 54813 to check # 55014, in the amount of $877,413.50 is presented for approval. MOTION: Harden moved, seconded Szygenda, administrative recommendation to approve the Schedule of Bills as submitted. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 2 McGuffey School District School Board Meeting Thursday, November 15, 2012 Treasurer’s Report Background Information: The October 2012 Treasurer’s Report is presented for approval. MOTION: Harden moved, seconded by Shriver, administrative recommendation to approve the October 2012 Treasurer’s Report as submitted. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) Public Participation – agenda items - None Committee Recommendations Background Information: Dr. Elizabeth Logan, a former superintendent of McGuffey School District, is donating a signed print of an oil painting by Malcolm Parcell. The painting of Washington and Gist overlooking the Ohio in 1750 was reproduced and published by The Zimmerman Gallery of Washington, Pennsylvania in January 1985. MOTION: Harden moved, seconded by Szygenda, administrative recommendation to accept, with appreciation, the generous donation of the signed print of the painting by Malcolm Parcell with Certificate of Authenticity. Questions from the Board – None Questions from the Public – None VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) Other Business Superintendent’s Report *NOTE - Agenda Items #1, #2, and #3 are a combined motion. 1. Background Information: Dr. Todd Franco requests homebound instruction for Student A, grade 8, for medical reasons. 2. Background Information: Dr. Eric Johnson requests homebound instruction for Student B, grade 9, for medical reasons. 3. Background Information: Dr. Michael Collins requests homebound instruction for Student C, grade 6, for medical reasons. 3 McGuffey School District School Board Meeting Thursday, November 15, 2012 MOTION: Szygenda moved, seconded by Iams, administrative recommendation to approve Application for Homebound Instruction for Student A, grade 8, for medical reasons; Student B, grade 9, for medical reasons and Student C, grade 6, for medical reasons. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 4. Background Information: Communities in Schools of Pennsylvania (CISPA) announced the start of the My Life, My Choice Campaign. This campaign is a joint effort between CISPA and the Pennsylvania Commission on Crime and Delinquency (PCCD) to help empower students to be drug and alcohol free while promoting each individual’s interest and the need to make positive choices. A $1,000 check has been sent out to all Pennsylvania school districts to promote the campaign. MOTION: Shriver moved, seconded by Iams, administrative recommendation to accept with appreciation, the $1,000 check from the Communities in Schools of Pennsylvania and distribute the check to Teen Outreach for the drug and alcohol programs. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 5. Background Information: Michael Sells is requesting to donate a wheelchair to Claysville Elementary School Heath Office (Value $300). MOTION: Harden moved, seconded by Szygenda, administrative recommendation to accept, with appreciation, the donation of the wheelchair to the Claysville Elementary Health Office. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 6. Background Information: Jacob Kribel, eighth grade science teacher and department chair, requests permission to submit a grant proposal to the Samsung “Solve for Tomorrow” 2013 Education Contest. Funds received from this grant will be used to purchase additional technology for the 8th grade STEM course. MOTION: Shriver moved, seconded by Harden, administrative recommendation to approve Jacob Kribel to submit a grant proposal to the Samsung “Solve for Tomorrow” 2013 Education Contest to fund additional technology for the 8th grade STEM course and accept funds if awarded. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 4 McGuffey School District School Board Meeting Thursday, November 15, 2012 7. Background Information: Jacob Kribel, eighth grade science teacher and department chair, requests permission to submit a grant proposal to The Society for Analytical Chemists of Pittsburgh. Funds will be used to purchase a drying oven for the seventh and eighth grade science classes. The drying oven will be used to dry soil and plant samples for analysis in laboratory activities. MOTION: Harden moved, seconded by Szygenda, administrative recommendation to approve Jacob Kribel to submit a grant proposal to The Society for Analytical Scientists of Pittsburgh to fund a drying oven to be used in the seventh and eighth grade science classes and accept funds if awarded. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 8. Background Information: Claysville Elementary Principal Sheryl Fleck requests to submit a PDE Safe Schools Targeted Grant in the amount of $15,000. If awarded, funding would provide additional instructional and professional development resources for the School-Wide Effective Positive Behavior Programs at Claysville and Joe Walker Elementary Schools. MOTION: Szygenda moved, seconded by Iams, administrative recommendation to approve the submission and accept funding if approved, of a PDE Safe Schools Targeted Grant in the amount of $15,000. VOICE VOTE - 7 YES 2 ABSENT (LANE, LEASURE) 9. Background Information: Principal Sheryl Fleck requests that the Claysville Elementary School and Joe Walker Elementary School Guidance Department implement the “3 Kinds of Touches” program sponsored and presented by Southwestern Pennsylvania Human Services CARE Center. The purpose of this program is abuse prevention. MOTION: Szygenda moved, seconded by Harden, administrative recommendation to approve the implementation of the “3 Kinds of Touches” program sponsored and presented by Southwestern Pennsylvania Human Services CARE Center at Claysville Elementary School and Joe Walker Elementary School.
