50 FLIXBOROUGH PARISH COUNCIL MINUTES OF THE MEETING HELD ON WEDNESDAY 12th FEBRUARY 2020 AT 6PM IN FLIXBOROUGH VILLAGE HALL PUBLIC PARTICIPATION There were no residents present. WARD COUNCILLORS REPORT There were no Ward Councillors present so there was no Ward Report. BUSINESS OF THE MEETING MINUTE 478 TO HEAR ANY APOLOGIES FOR ABESENCE Apologies: Ward councillors, Cllrs G. Shanahan and C. Horsley Present: Cllrs S. Martin (Chair), S. Scoffin, M. McGee and B. Close Clerk MINUTE 479 TO APPROVE THE MINUTES OF THE LAST MEETING OF THE COUNCIL HELD ON 8th JANUARY 2020 Cllr S. Scoffin proposed that they were an accurate record, Cllr M. McGee seconded and all were in favour. The minutes were approved. MINUTE 480 TO NOTE THE CLERKS’ REPORT ON ONGOING ITEMS The Clerk gave the following report: − The work needed on the Birch tree in the Play Park has now been carried out. A tree in the Play Park has been damaged by the storm and someone is due to carry out some work to make it safe. − The Clerk has contacted Nolan Bennett at North Lincolnshire Council to see when he can come to meet the Parish Council to discuss the Enhancing our Environment Fund and is awaiting a reply. MINUTE 481 TO DISCUSS UPDATES ON THE VILLAGE HALL a) Updates/repairs needed to the Village Hall: The Clerk informed the Parish Council that there had been a small leak in the Ladies toilets that had been repaired. The Parish Council looked at quotes for a chair trolley, the cheapest quote was picked and the Clerk is to place an order for one. b) Booking Manager update: There have been no new bookings. MINUTE 482 PLAY PARK AND BUS SHELTERS Cllr S. Scoffin informed the Parish Council that some of the mats around the slide needed repairing and that the surface under the slides needed cleaning. The Clerk is to inform Brooks Handyman Services so that the mats can be repaired. Cllr S. Martin mentioned how nice the planters are looking in Skippingdale and that he would pass pictures on to the Clerk so that they could be put on the website. MINUTE 483 TO DISCUSS UPDATES ON THE FOLLOWING: 51 a) Flixborough Hub: The Parish Council discussed a news article about the Flixborough Inn that appeared in the Grimsby Telegraph. The Community Asset status for the Inn will be due for renewal soon and the Clerk is to ensure this is completed. b) Church Parish Council: Nothing to report. c) Blue Lagoon Nature Reserve: Nothing to report. d) Environmental issues: A number of items were discussed: ⎯ The railway crossing is slippery again, the Clerk is to contact Flixborough Wharf to let them know. ⎯ Cllr S. Scoffin mentioned that the horses in the field adjacent to Stather Road are rather inquisitive and have been putting off residents from using public right of way FP175, the Clerk is contact the landowner and ask if they can tape off the public footpath as in previous years. ⎯ Cllr B. Close reported that he had seen a number of motorbikes being dropped off from a van on the Chicken Farm Road, he spoke the driver of the van and has taken a picture as evidence. ⎯ The Parish Council agreed for a multi-use bin to be placed at the end of the Chicken Farm Road. ⎯ The Parish Council discussed a response that had been received from North Lincolnshire Council regarding public right of way FP178 and a proposed pavement from Flixborough to Normanby. ⎯ It was agreed that a litter pick would be organized for Charnwood and one for Flixborough Village. e) Skippingdale and Charnwood: Cllr S. Martin mentioned that the Parish Council noticeboard in the Scunthorpe Congregational Church Car Park is too far away from the pavement and that it could be moved in the future. f) NATS: The next meeting is due in April 2020. MINUTE 484 TO RECEIVE AND DISCUSS PLANNING APPLICATIONS: a) PA/2020/1: Planning permission to erect a single-storey side extension and internal alterations at 61 Ferry Road West, Scunthorpe, DN15 8UG: No objections were raised. b) Any planning applications received from the date of the Agenda being sent out: There was nothing to report. MINUTE 485 TO DISCUSS HIGHWAYS AND PUBLIC RIGHTS OF WAY MATTERS The Parish Council discussed the bad state of repair that Burton Road is in. Cllr C. Horsley asked for some letters that he could give out to residents regarding the Community Speedwatch initiative. The Clerk had brought them to the meeting and passed them on to Cllr S. Martin. The Parish Council discussed quotes for the Play Park cutting and Public Rights of Way Cutting. It was agreed to use Garden Angels for both contracts but the Clerk is to query the increase in cost of the cutting at the Play Park. MINUTE 486 VE DAY CELEBRATION The Parish Council discussed the idea of a VE Day Picnic with a fancy dress prize. The Clerk had obtained quotes for a marquee but it was agreed that residents could bring their own gazebos. It was suggested that looking into a portaloo might be a better idea and the Clerk is to obtain quotes. MINUTE 487 TO RECEIVE CORRESPONDENCE The Clerk had received an email from North Lincolnshire Council as Glanford House is being demolished. On the site there are two plaques and trees in memory of employees that died in the Flixborough Disaster. North Lincolnshire Council wanted to know if the trees could be relocated to the Play Park, the Parish 52 Council agreed that the trees or a native substitute tree could be placed in the Play Park but that perhaps the plaques would be better off at the Churchyard with the memorial stone. A person had been in touch asking if they could advertise their business in the Parish Newsletter, the Parish Council agreed that an advert could be placed and that it would cost £5 an edition. MINUTE 488 TO AGREE AND AUTHORISE THE SCHEDULE OF PAYMENTS a) Monthly Report: The financial report was circulated and Parish Councillors had opportunity to ask questions. The finances were approved. Minute 489 To affirm the date of the next meeting as being 6.00pm, Wednesday 11th March 2020 and to receive any items from members for inclusion on the agenda for that meeting.
