Recommendation 2 3.38 The committee recommends the Australian and Queensland governments improve consultation, information, accessibility and transparency of data used to inform the findings of the Paddock to the Reef Integrated Monitoring, Modelling and Reporting Program. Recommendation 3 3.82 The committee recommends the Australian Government continue to uphold its responsibilities under the precautionary principle in the Great Barrier Reef Marine Park Act 1975. Recommendation 4 5.73 The committee recommends the Australian and Queensland governments ensure future Reef report cards adequately incorporate and recognise the adoption of best practice across the sugarcane sector. Recommendation 5 5.76 The committee recommends the Australian and Queensland governments conduct a strategic review of the communication strategy used to inform stakeholders about Great Barrier Reef policies and science. Recommendation 6 5.78 The committee recommends the Australian and Queensland governments' commission additional research into the impact of the horticulture and banana industries (including small-scale agro-ecological farmers) on water quality in the Great Barrier Reef catchment regions. Recommendation 7 7.46 The committee recommends the Australian and Queensland governments, in partnership with Reef science research bodies, agricultural representatives, natural resource management bodies and other stakeholders, establish a Great Barrier Reef water quality forum. vii Recommendation 8 7.48 The committee recommends the Australian and Queensland governments explore future opportunities to establish water quality research projects that incorporate citizen science principles throughout the Great Barrier Reef's catchment regions. viii Chapter 1 Background Referral of the inquiry 1.1 On 17 February 2019, the Senate referred the following matters to the Rural and Regional Affairs and Transport References Committee (the committee) for inquiry and report by 1 October 2020. The identification of leading practices in ensuring evidence-based regulation of farm practices that impact water quality outcomes in the Great Barrier Reef, with particular reference to: the existing evidence-base on the impact of farm water runoff on the health of the Great Barrier Reef and catchment areas; the connectivity of farm practices throughout the Great Barrier Reef catchment areas to water quality outcomes in the Great Barrier Reef Marine Park; relevant legislation and regulation, including in relation to impacts of water quality, farm management and soil runoff; proposed changes to regulations that would impact on farm productivity and the potential benefits and costs of such proposed regulation; the wider economic and social impact of proposed regulations to restrict farm practices;
