Storm drain marking is an educational program designed to inform citizens about the hazards of dumping pollutants into storm drains. The placards remind people that storm drains flow untreated, directly into local streams and creeks. Ashland’s storm drains are NOT connected to the sewage treatment plant. By placing storm drain markers, you can take an active roll in preventing pollution in your neighborhood. Volunteers may also distribute door hangers, informing citizens about the proper disposal of chemicals that could harm wildlife and pollute waterways. Storm drain marking helps build community and mobilize grass roots environmental protection. Marking also helps educate your neighbors about the importance of watershed protection. If you are interested, you can become a neighborhood leader for your own Storm Drain Stomp event. THE FIRST STEPS FOR NEIGHBORHOOD LEADERS 1. Sign up as a Neighborhood Leader, and inform North Mountain Park of which map area you intend to mark. We will help you prepare for your Storm Drain Stomp event. 2. Mobilize a community team to mark your block. Talk to your group about what they will be doing, the importance of storm drain marking, and their role in water pollution prevention. 3. Set your Storm Drain Stomp date. You may also want to set a “rain date” because placards cannot be affixed if the streets are wet . Reserve the storm drain marking kit(s) for your scheduled date. 4. A North Mountain Park staff member will meet you on the street with all your equipment, maps, volunteer release waivers, and reporting forms for your event. 5. And finally, we will provide a brief training on safe and effective Storm Drain Marking. Make sure that the temperature will be higher than 50 º, and that streets are dry so that adhesive will stick. If the streets are wet, you need may need to postpone the project. 2. Meet North Mountain Park staff at the designated time and location. Entire group must be present to sign volunteer release forms, and receive a short safety talk. (All participants must sign and hand in a volunteer waiver. All under-age participants must have a parent signature to be involved in the day.) 3. Review safety measures with participants. • Place the traffic safety cones in the direction of oncoming traffic. • Do not mark storm drains on roads with heavy traffic. • At least one person must be assigned to watch traffic at all times. • Any team member not marking should stand on the sidewalk. • No horseplay in the streets. • Minimize crossing the street. Assign a group to each side of the street, and stay on your side. Or work “up one side and down the other.” • Remind participants to use caution when crossing the streets to distribute fliers; “Look both ways before you cross”. 4. Divide into teams. A Storm Drain Stomping Crew may be divided into one team for each side of the street. Each side of the street should have: 1 person affixing the placard 1 person recording on the map and watching out for traffic 1-2 people passing out brochures 5 List of Materials in the Stenciling Kits There are two Stenciling Kits in 5 gallon buckets. Each kit contains: CLIPBOARD 1 Neighborhood Map SAFETY PPE 1 Storm Drain Marking Manual 1 orange 18” traffic cone 1 Project Report Form 2 pairs rubber gardening gloves Volunteer Consent Waivers 3 safety vests Youth Volunteer Waivers 1 Pen 2 Marking Pens TOOLS Door hangers 1 wire scrub brush 1 Dustpan/broom set 1 Ziploc bag Markers with adhesive pads HOW TO MARK THE STORM DRAIN Safety First 1. Place the orange safety cone in the direction of oncoming traffic. Put on your safety vest and gloves. Locate and Prepare 2. Locate the drain on the street and on the map. 3. Select the marking location. The optimum location is on an unpainted curb, behind the drain. Please look at the following pictures of drain layouts to select the best location. 6 7 4. The adhesive pad will only adhere to clean, paint free, cement. Use the brush to clean away any dirt. 5. If the only available location is a painted curb, use the wire brush to chip away the paint. 6. Wisk away any paint chips into the dust pan. Do not use water! Debris can be kept in the ziplock bag for disposal. 8 Stomp the Pad 7. Remove the cardboard backing from the placard, exposing the adhesive. 8. Locate the placard. The text should be readable when looking at the drain from the street. Affix to the cement, by pressing down on the stomp pad. Record Activity 9. Record the drain you have just marked, by circling it on the map. Describe any unusual or problematic drains on the Report form. 10. Distribute Care for the Curb information to nearby houses, or passersby. 9 TELLING NEIGHBORS ABOUT CURB TO CREEK The people assigned to distribute brochures will go to each house, apartment or business near storm drains that are being stenciled. Place one door hanger on each house. If you enter into a conversation with the public… Tell people what you are doing and why: Tell them your group is participating in Storm Drain Marking in their neighborhood. The drains will say “Dump No Waste; Drains to Stream” Tell them you are marking the storm drain to remind people not to dump anything down the drain, because it goes into our creeks and can kill fish and other wildlife. Ask them some questions: Did you know that anything that goes down the storm drain goes directly to our creeks, not the sewage treatment plant? Have you noticed any problems with storm drains in your neighborhood? Have you ever seen people in your neighborhood dumping waste down the storm drain? Give them a brochure/door hanger: Show how they can help prevent water pollution and protect wildlife: • Report any storm drain dumping or problems with storm drains in your neighborhood to the Ashland Street Department (541) 488-5313. • Dispose of household hazardous, such as oil and antifreeze, properly. Call Ashland Sanitary and Recycling about the next collection date. (541) 482- 1471. • Participate in Ashland’s Storm Drain Stenciling Program. Call the Nature Center at (541) 488-6606. 10 The Final Steps (IMPORTANT) 1. Using the map, circle each storm drain that your group has marked. Place an “X” over any drains you were unable to mark. 2. Fill out the Project Report form. Including any details about unusual or problematic drains. 3. Return the kits, maps, and Project Report Form to the North Mountain Park Nature Center.
