Box 366 @ttcfgives Truckee, CA 96160 East Placer Immediate Housing Solutions Board of Supervisors July 27, 2021 Emily Setzer Senior Management Analyst Community Development Resource Agency Recent East Placer Housing Updates Regulatory • ADU amendments to Zoning Ordinance – April 2020 • Single Room Occupancy amendment – Dec. 2020 • ADU amendments to Tahoe Basin Area Plan – February 2021 • Countywide Zoning Ordinance housing amendments (would allow tiny houses) – Potential BOS adoption August 2021 Programs & Projects • Workforce Housing Preservation Program launching July 2021 with $500,000 • Hopkins Village 40-unit for-sale development for local workers earning 180% Area Median Income accepting applications, opening Spring 2022 • Meadowview Place, 56-unit affordable housing rentals, opening Fall/Winter 2021 • Dollar Creek Crossing environmental review beginning Summer 2021 20 Long-Term Rental Grant Program Monitoring and Adaptive Management • Unlock existing rooms and houses for long-term rentals • Would model after Truckee’s program • County would provide grant to homeowners who agree to rent to local worker(s) for 12 months • Landing Locals, a local home-matching company, would manage the program • Half the grant provided once the lease is signed, the other half provided at the 12-month mark upon verification of tenancy • Truckee provided $3,000/house rented to local worker(s) o In one year, 15 houses secured with 6 more being finalized o Truckee refining program to rent per local worker vs. per house • Placer’s program would be very similar but financial incentive amounts and income restrictions may vary 21 Temporary Regulatory Concepts for Discussion • Temporarily expand allowances for Boarding and Rooming House Use o Could update regulations to allow more than four boarders per house to encourage long-term rentals in larger houses • Create Temporary Emergency Housing Permit and Safe Parking Program o Could allow local workers in the East Placer/North Tahoe region to park and stay in vehicles overnight in specified locations for a limited time period while the individuals transition to permanent housing. o Could allow parking in certain County-owned parking lots and/or on specified residential or commercial properties by temporarily updating the County’s parking, caretaker and employee housing, and temporary dwellings regulations o Modeled after safe parking programs from other communities such as San Luis Obispo, Santa Barbara, Mountain View, Oakland, and Los Angeles 22 Discussion 23 Extra Slides 24 2021 Sources 2021 Housing Survey Methodology Methodology for Placer Stats ● Identified total number of households with workers using ESRI/Census American Community Survey data ● Used Census Public Use Microsample (PUMS) data to categorized workforce households by both income category and household size ● Multiplied the total number of workforce households within each income category by the percent of AMI categories to produce proportion of households within each income category that experience inadequate housing.
