APPENDICES .................................................. 11 • • • • • • I • USAID Quarterly Report MOZAMBIQUE Cooperative Agreement No. 656-0227-A-00-6005-0 • July 1 to September 30, 1997 Under the terms of the agreement signed in December 1995 (retroactive to October 1, 1995) between USAIDlMozambique and the National Democratic Institute for International Affairs (NDI), NDI agreed to undertake a comprehensive civic education • program entitled Increasing Public Participation in Democratic Politics in Mozambique The program follows on NDr s voter education efforts for the 1994 elections. The program focuses on civic education about citizens' rights and obligations in a democracy and also sponsors public forums for parliamentarians and their constituents. NDI initially concentrated activities in the four central provinces of Manica, Nampula, Sofala, and Zambezia. The program was modified in October 1996 to include a Constituency • Outreach Program for parliamentarians and again in December to expand civic education to all ten provinces of Mozambique. NDI received a grant extension in September 1997 to conduct voter education activities with Mozambican electoral agencies and assist the Mozambican Association for Democracy to become a national civic education NGO. This report covers NDI program activities from July 1 to September 30, 1997. • I. SUMMARY During the quarter, ND! completed Phase II civic education training on "The Multi-party System and Structure of National Government" in six core provinces. ND! organized public forums in Gaza, Tete, Cabo Delgado, Niassa and Inhambane. ND! also organized • constituency outreach visits for parliamentarians in the above provinces. NDI conducted focus group studies in six provinces, assessing the knowledge of citizens who have participated in civic education training and the public opinion towards upcoming local elections. NDI continued its assistance to the Mozambican Association for Democracy (AMODE), the organization formed out ofNDI's trainer network. NDI began work with the Secretaria Technico da Administracao (ST AE) to assist with the following aspects of • preparation for elections: development, production and distribution of training materials and posters for the registration process, and production of carrying cases for voter education materials. ND! submitted plans to work with the ST AE and CNE around the upcoming local elections. NDI continued to produce civic education materials in preparation for local elections and a civic education poster on what individuals can do to • improve their communities. After an extensive recruitment period, NDI hired Thabisile Mngadi as the new resident country director, with USAID approval. II. BACKGROUND The country is preparing for the first local elections in 1998 in 33 localities, which will • mark an important step in the consolidation of democracy. Debate surrounding Mozambique's first local elections remained a national political issue throughout the period. The scheduled date of the elections, December 27, had to be postponed due to financial and organizational problems. The new date has yet to be determined, but it is unlikely elections will occur before May 1998. The total projected budget for the local • elections is $17.7 million, $3 million of which will come from the Mozambican government. The European Commission pledged to provide approximately $11 million • • dollars for equipment, technical assistance, voting materials, transport, logistics, and other support for the Electoral Administration's Technical Secretariat (ST AE) The elections are proceeded by a national census, which ended August 15. The ST AE is currently preparing • for nati"anal voter registration and has completed training of28 national registration agents. The training included the 10 NDI provincial coordinators. The ST AE national agents held further training seminars at the provincial level, in which several NDI District Trainers participated. • III. LOGISTICS Communications During the period, NDVMozambique began use of callback services through New World Communications The service has improved communication reliability and service while • decreasing related costs dramatically. [v. ADMINISTRATION Grant Extension • During the period, NDI negotiated a nine month extension to the current USAID grant to assist with civic and voter education activities surrounding the local elections. Under the grant extension, NDI will manage a subgrant to the Mozambican Association for Democracy (AMODE), the NGO developing from NDl's trainer network, to educate citizens about the registration process and local elections and to organize candidate • forums. NDI is collaborating with the ST AE on the production of related materials. NDI will work closely with AMODE throughout the grant to assist them in their capacity as an independent organization. Personnel • On August 8, Nancy Clack completed her term as Interim Director ofNDIIMozambique. NDI Senior Consultant Keith Jennings arrived on August 8 to replace Clack. Jennings remained as Interim Director through September. NDVMozambique welcomed David Gouveia as the new Office Assistant and Driver. • NDIIWashington hired Richard Schmitz as program intern for Mozambique. Schmitz is currently enrolled in a doctoral program at the University of Maryland. His specialization is American Politics. On September 19, Fatima Mahel took maternity leave from NDIIMozambique. Paula Luiz • was hired to replace Mahel during her maternity leave. Consultations Southern Africa Regional Consultations • From September 28-30, NDIIMozambique staff participated in regional staff consultations • 3 • in Cape Town, South Africa. This brought together program staff from around the region to discuss program activities and possible areas of collaboration and improvement. • v. PROGRAM ACTIVITIES NDI began work with the ST AE and CNE on training and materials production for the upcoming local elections, and continued to work with AMODE to build its capacity as an independent NGO. NDI completed Phase II civic education training activities on "The Structure of National Government." NDI completed focus groups in six provinces during • August to assess the impact of its programs and gather information on public opinion towards upcoming local elections. NDI continued to distribute civic education materials, including its NGO video and manual. In addition, NDI produced 10,000 copies of its new civic education poster on ways people can participate in the development of their communities. NDI also organized several public forums in the target provinces; Tete, • Cabo Delgado, Inhambane, Niassa and Gaza Provinces. NDI and ST AE signed a Protocol Agreement defining the relationship and collaboration on activities. (Attachment l' Protocol Agreement) Civic Education • NDI completed civic education training on Phase II, 'The Structure of National Government,' in six core provinces: Niassa, Cabo Delgado, Tete, Inhambane, Gaza and Maputo. NDI collected the following data on its civic education training activities. NOr produced 10,000 copies of its civic education training poster. The poster's design is based on the storyboard, which includes four illustrated examples of how citizens can participate in a democracy. NOI completed production of its NGO manual, which addresses topics covered in training seminars with • NGOs. NDl continued to collaborate with TVM (Television-Mozambique) on the joint production of "Together in Democracy." The format will be a one hour round table of journalists, NGO leaders and government officials discussing the role ofNGOs in Mozambique. NOr completed production of its November 1996 Focus Group Report in Portuguese and English. The report assesses NDI activities in the four central provinces and the effectiveness ofNOI's materials. In addition, NOI continued to distribute existing • materials.
