THE PROPOSED 360.82 HECTARES (891.61 ACRES) OF LOGGING ACTIVITY IN STATE LAND, MUKIM ENDAU AND ROMPIN, DISTRICT OF ROMPIN, PAHANG DARUL MAKMUR x CHAPTER 1 INTRODUCTION 1.1 PROJECT INTRODUCTION Logging is one of the activities that is included under the National Forestry Act in promoting efficient harvesting and the use of work forests for the maximum economic benefits for all types of forest products and encourage the forest industrial development in line with the trend of forest resources and employment opportunities. National Forestry Act 1984 also classifies Permanent Reserve Forest (PRFs) and states that any products originating from a PRF or other State land are considered the property of the State Authority, and therefore may only be extracted with a proper license. State land forests are subjected to conversion or gazetted as PRF to replace the excised reserved forests. This particular project has been granted approval from the Department of Forestry Pahang through their letter PHN.PHG. (S) 9/74 SJ. 115 (40) for timber extraction (Refer to Appendix 1). The project will be managed by Super Radiance Sdn Bhd to undergo logging activity within an area of 360.82 Hectares (891.61 Acres) in State Land, in Mukim Endau & Rompin, Pahang Darul Makmur (Appendix 2). 1.2 PROJECT TITLE The title of the project is “The Proposed 360.82 Hectares (891.61 Acres) of Logging Activity in State Land, Mukim Endau and Rompin, District of Rompin, Pahang Darul Makmur.” Hereafter in this report, it shall be referred to as “the project”. 1.2.1 Project Organization Chart The project site will be managed by Super Radiance Sdn Bhd. The project site (Plate 1.4.1) is located approximately within latitude and longitude points as shown in Table 1.4.1. Based on Standard Sheet from Pahang Department of Survey and Mapping (JUPEM), the project site location is mapped in the standard sheet number of 449-C (Appendix 3). Whereas the nearest settlement area is Felda Berabong (2° 46’ 2.43’’ N, 103° 18’ 54.073’’ E) which is located approximately 3.5 km radius from the boundary of the project site. Further up the route for approximately ±29 km (Plate 1.4.2), there will an exit to an existing unpaved access road on the left side of the Route 2488 (Plate 1.4.3 and 1.4.4). The existing access road is located at the east of the project site approximately 10 km and will be used during logging and post-logging activity. Currently, the sharing access road will be at the intersection of the main road from Kuala Rompin to Endau and Route 2488 to Felda Selendang. Therefore, it will be one of the sensitive receptors as the contractor shall share the road with the local residents. The nearest settlement which is Felda Berabong is located 4.0 km from the Project Site and might receive a significant impact from the project. Wildlife population in the State Land also was pointed as a sensitive receptor near the project site as it may be affected by the activity in the project site. Since the nature of the project is comparable, sharing of access road within the proposed projects will be implemented. The construction of access road within the project site is presented in Figure 1.4.2. Agreement from project proponent of the proposed projects is necessary in order to bear the cost for constructing and maintaining the access road. In order to achieve the objective of EIA implementation, the project proponent is responsible to liaise with the environmental consultant and the contractor to monitor on environmental matters for the project. Eco Synergy Solutions Sdn. Bhd. has been appointed by Super Radiance Sdn Bhd to conduct an EIA study for the project area. The EIA report is prepared to comply with the guidelines, conditions and procedures as well as to get the approval from Department of Environment (DOE) Headquarter, Putrajaya. The EIA consultant team plays a major role in the preparation of EIA report and environmental monitoring programs in accordance with the objectives and requirements of the EIA, whilst ensuring compliance with the relevant regulations and standards.
