(signed) BHARAT DAS Under Secretary to the Government of India E/NL.1966/9 GOVERNMENT OF INDIA DANGEROUS DRUGS NOTIFICATION Gwalior, 1 January 1966. In pursuance of condition No. (11) of Licence Form 'B' of the Central Manufactured Drugs Rules, 1962 l/, I, D.N. Kohli, the Narcotics Commissioner, hereby prescribe the following security arrangements that should be made in the premises licensed to manufacture Pethidine 2/ under the said Rules and the same are hereby notified: (1) Each room situated on the premises licensed to manufacture Pat.hirHnB used for any of the processes connected with it3 manufacture, testing, research, packing and storage, shall not have more than one access which shall be secured by a strong door provided with two strong locks. (2) All persons working inside the room must come out by the same way. (3) The verandah and windows of each room as well as the ventilators and the exhaust fan and drain holes in the walls shall be closed with expanded metal and fine wire-mesh netting so that no drug can be passed out. (4.) The key of one of the two locks provided on each door shall remain in the personal custody of the licensee or his" authorized agent, whose name shall be duly notified to the Narcotics Commissioner as well as to the Chief Excise Authority of the State, and the key of the second lock with the officer in charge of the establishment employed in the room (5) Except where a drug is undergoing one of the various processes of manufacture, or when certain raw material is being received or is issued for manufacture, or when the finished drug is being despatched to the stores or is being removed from the licensed premises for issue or despatch to any person duly authorized to receive them, all rooms on the licensed premises, except those in which any of the aforesaid operations is being conducted, shall be kept locked. 1/ Note by the Secretariat; E/NL.1963/70. 2/ Note by the Secretariat; Proposed or recommended international non-proprietary names are underlined. - u - (6) At the end of the day's work, a responsible officer of the establishment shall go round the premises to ensure that all rooms including the main exit have been adequately secured. (7) The entire licensed premises shall be guarded night and day by an adequate number of security guards employed by the manufacturing establishment. (8) All workers employed by the manufacturing establishment on the various processes of manufacture of the drug including those who are engaged on packing these drugs for sale and/or despatch for sale, but excluding those who are employed in a supervisory capacity, shall be liable to personal search by specified employees of the manufacturing establishment every time they leave the licensed premises. (9) The searches referred to in paragraph (8) above shall be carried out at the main exit of the licensed premises, by a responsible official or officials of the establishment in such manner as the Narcotics Commissioner may direct. (10) Inside the premises, there shall be provided a strong room set apart for the storage of the finished products. This strong room shall not be accessible to every employee of the manufacturing firm; only the proprietor of the firm and members of the technical staff entrusted with the direction and technical supervision of the various processes of manufacture, and whose names shall be duly notified to the Narcotics Commissioner as well as to the Chief Excise Authority of the State, shall be authorized to enter this room and handle the drugs and materials stocked therein. (11) No article shall go outside the licensed premises without a gate-pass signed by the officer in charge of the establishment.
