Lugar 1985-1989 Policy Advisor/Legislative Assistant Drafted legislation and developed strategy for successful passage, analyzed issues, recommended positions, advised votes, coordinated responses on a range of domestic policy concerns include- ing: health, Medicare/ Medicaid, Social Security, veterans’ affairs, welfare, transportation, com- merce, communications, religious liberty, childcare, long term care, abortion, and drugs. Served as liaison with key constituent groups, represented the Senator in public debate on domestic policy issues, initiated and planned a statewide conference on infant mortality involving private, state, and federal resources. Department of Defense Summer 1983 Office of Research and Laboratory Management Professional Assistant Represented the Department of Defense at interagency working groups, setup meetings, provided liaison, conducted legislative research, and drafted speeches, correspondence and reports. United States Navy 1972-1977 Commissioned Officer Combat service in the Vietnam War. Held a variety of positions involving: leadership, manage- ment, administration, communications, intelligence, public affairs, electronic warfare, and military strategy. Maintained and operated a $12 million dollar electronic warfare system. Managed and directed up to 80 working subordinates. Managed the largest account of classified security material in the Pacific. As qualified Officer of the Deck for the USS Kitty Hawk, had periodic operating responsibility for a $2 billion dollar super carrier with over 100 aircraft and over 5,000 men and officers.
