Myanmar: Sagaing/Mandalay earthquake Situation Report No. 3 This report is produced by OCHA on behalf of the Humanitarian Coordinator. It covers the period from 13 to 16 November 2012. Highlights • The Government indicates at least 16 people were killed and 52 other injured in the earthquake, registering 6.8 on the Richter scale that struck Sagaing and Mandalay Regions on 11 November. Unofficial reports suggest the number of casualties and injured may be higher. • The Government reports that over 400 houses, 65 schools and 100 religious buildings were damaged. • Out of 22 Townships affected across Sagaing and Mandalay Regions, initial information indicates that Singu and Thabeikkyin Townships in Mandalay and Kyaukmyaung sub-township in Sagaing were most affected. • The Government at Union and Region level has been the first responder. The UN Humanitarian Co-ordinator has been in regular contact with the Government to offer assistance of the international humanitarian community should this be needed. • An inter-agency rapid assessment team, comprising CARE, Save the Children, UNICEF and the Myanmar Nurses and Midwife Association, has been undertaking assessments across four townships, including Singu, Shwebo, Kyauk Myaung and Thabeikkyin, since 13 November. Myanmar Red Cross Society (MRCS) deployed three emergency response teams for assessments in the affected villages in Singu Township. • Needs identified preliminarily include temporary schools, and temporary shelters and non-food items for the families whose houses were destroyed in the earthquake. 16 52 400 65 22 deaths injuries houses schools townships destroyed damaged affected Situation Overview At least 16 people were killed and 52 injured, according to the Government as of 16 November, in the earthquake of 6.8 on the Richter scale in Sagaing and Mandalay Regions on 11 November, also causing damages to public buildings, residential houses and infrastructures. Some aftershocks, ranging from 5.0 to 5.8 on the Richter scale, were recorded on the same day. The tremors were felt across a wide region including Myanmar, Yunnan region in China, Lao PDR and Thailand. Varying degrees of damages were caused to over 400 houses, of which 215 houses totally collapsed. The earthquake also destroyed 100 religious buildings and caused various degrees of damages to 65 schools in 22 townships across Sagain and Mandalay Regions. Initial information indicates that Singu and Thabeikkyin Townships in Mandalay and Kyaukmyaung (Sub-township) in Sagaing Township were most affected, with highest number of casualties and most damages reported in those www.unocha.org The mission of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors. Humanitarian Response The Government continues to collect information about losses and damages across the affected locations in Sagaing and Mandalay. Needs identified preliminarily include temporary schools, and shelters and non-food items for the families whose houses were destroyed in the earthquake. Initial needs are being met by the Region Governments, with support from humanitarian agencies, local charities and civil society groups. A delegation from ASEAN- Coordinating Centre for Humanitarian Assistance will be visiting the affected areas to assess the destruction and needs. Mandalay The Chief Minister, accompanied by some regional ministers, is visiting Thabeikkyin Township, the most affected township in Mandalay Region, to assess the situation and provide assistance. The Region Government continues to assess the level of damage in rural areas and it is expected that the number of affected people and level of damage could further. Removal of debris is underway in Thabeikkyin where over 200 houses, 17 schools and 62 religious buildings collapsed during the earthquake. About 800 people, whose houses were destroyed, are being accommodated in 50 temporary shelters provided by the local authorities and the Region Relief and Resettlement Department (RRD). Private donors are distributing food to the affected people while medical assistance is being provided through mobile health teams from the Regional Health Department and the Military. Humanitarian agencies are supporting the local authorities to complement the Government-led response. A total of 54 Myanmar Red Cross volunteers are supporting the relief works in Thabeikkyin, Singu and Kyaukse Townships. Relief supplies including shelter kits, family kits, kitchen sets and hygiene kits for 100 families in Thabaikkyin Township, as well as tarpaulins for 100 families in Mandalay city have been distributed. CARE has dispatched 300 NFI kits to Mandalay to assist the affected families. Sagaing Region Relief and Resettlement Department in Sagaing reported that the Region Government is managing the response, with temporary shelters and temporary learning spaces being set up. However, Region RRD indicated that assistance will be required to rebuild more permanent structures, including schools, residential houses and rural health centres in the near future. Basic humanitarian needs, including food and health care assistance, are being met by the local authorities, with support from the humanitarian agencies, private donors and civil society groups. A total of 15 MRCS volunteers are on the ground, supporting the local authorities. CARE has been distributing 200 NFI kits, 200 tarpaulin sheets and 50 shelter tool kits in Kyaukmyaung Sub- township. Funding At a meeting on 12 November, the Chief Minister of Mandalay announced that US$100,000 and about MMK260 million (approximately $300,000) had been received by the Mandalay Region Government from local private donors, including the business community. Coordination The Region Governments and local authorities are coordinating relief efforts at the affected sites. On 12 November, a coordination meeting was organised by CARE Myanmar in Mandalay, attended by HAARP, MSI, MNMA, SC, UNICEF and WVI. A second coordination meeting took place on 14 November.
