The notes of the last meeting were agreed. 1 Appointment and confirmation of Chair and Vice Chair Jasmine confirmed the appointments of chair and vice chair for 2015, Jasmine Sodhi as Chair and Heather Greenan as Vice Chair. Commercialism Andy Hedgecock, Nottingham City Council The presentation provided an overview of the approach of Nottingham City Council to deliver services in the challenging financial environment. Andy provided details of the development programme that had been established to support staff to meet the new ways of working. He provided an overview of what the development programme included; Commercialism Development Programme • Blue touch paper lit by consultant • Commercialism & cultural change: introduction • Basic financial decision making • Lean thinking / planning • Customer centred interactions • Skills for the commercial environment • Project management (in-house) • Marketing (in-house) • Evaluation (Kirkpatrick) A discussion followed on the new services that had been developed by Nottingham City Council and how these would focus on income generation. A discussion took place on how the council made the changes from a fully public sector body to a more commercial model. Andy provided details of the Commercialism Board and the role of Councillors in determining the strategic direction of the commercialism approach. LGInform Juliet Whitworth from the LGA provided an update on LGInform. This covered; LGInform being used to add data for 5 indictors ½ the East Midlands authorities are submitting data into LGInform – a discussion took place on what more could be done to increase this number A discussion followed on the challenges associated with inputting the waste data. The continued consultation on the additional indicators and how these may be increased Action: Kirsty to explore how the network could support the promotion of this work, and cross reference with engagement with the network A discussion followed on how the data was being used by authorities, which authorities confirmed that they were using the data for internal reports not committee papers. Performance Survival / Maintaining business as usual in light of further budget cuts and Information sharing on any news/issues group members wish to raise Kirsty informed the network members that the item was an opportunity to share different ways of working, changes that have been made to deal with any reductions in staff or increased work. The discussion covered; 2 Whether authorities were subscribing to CIPFA Bench marking club – or where authorities had withdrawn from this Where authorities look for their bench marking, types of authorities Where authorities are opting to discontinue the use of Performance Management systems Where corporate system are held whether data entry is direct by departments Where authorities work without Performance Management systems, reasons behind and their experiences How authorities are using Performance Management systems for other purposes.
