Biographical / Historical Information: Julian Morton Carroll, born April 16, 1932, is a Kentucky politician from West Paducah. Carroll briefly studied at Paducah Junior College before attending the University of Kentucky where he graduated in 1954 with a political science degree. In 1955, he attained a degree in law. He pursued a career in law before entering politics. He was elected to the Kentucky House of Representatives in 1962 and served five consecutive terms including a term as Speaker of the House from 1968 to 1970. In 1971, Carrol was elected as the 46th Lieutenant Governor of Kentucky. Three years later he became the 54th Governor of Kentucky when his predecessor Wendell Ford was elected to the United States Senate. Carroll finished Ford’s term and was elected in the 1975 Election. During his governorship he reorganized the state judicial system, which included reestablishing the Kentucky Court of Appeals as the Kentucky Supreme Court and served as an energy advisor to President Jimmy Carter. A centerpiece of Carrol’s legislative actions was education reform. He returned to practicing law following his years as governor and presently serves as a member of the Kentucky State Senate. Scope and Content: Collection consists of typescripts of Julian Carroll’s speeches during his time as Governor of Kentucky from 1974 until 1979. The collection includes press conferences, addresses at private and public conferences and speeches presented at city, county, State and national events.
