SHRI VISHNU DAYAL RAM: SHRI GAJENDRA SINGH SHEKHAWAT: Will the Minister of POWER be pleased to state: (a) the quantum of coal supplied to thermal power plants during each of the last three years, year-wise and sector-wise; (b) whether thermal power plants have sufficient stock of coal to meet the current demand, if so, the details thereof; (c) the number of thermal power plants which had to be shut down for short period due to shortage of coal during the last three years, State/UT- wise; and (d) the steps being taken by the Government to ensure uninterrupted supply of coal to the thermal power plants? A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL ) (a) to (d) : A Statement is laid on the Table of the House. ********* STATEMENT STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 195 ANSWERED IN THE LOK SABHA ON 10.03.2016 REGARDING SUPPLY OF COAL FOR POWER PLANTS. ********* (a) : Sector-wise details of quantum of coal received by thermal power plants (monitored by Central Electricity Authority) during the last three years are given at Annex. (b) : Yes, Madam. As on 6th March, 2016, coal stock at power plants was around 36.7 Million Tonnes (MT) which is sufficient to meet the requirement of coal for operation of the coal based power plants for 26 days, on average. (c) : As reported by power utilities, the generation loss due to shortage of coal during the last three years i.e. 2012-13, 2013-14 and 2014-15 are 15.054 Billion Unit (BU), 8.082 BU and 2.678 BU respectively. During the current year 2015-16 (upto February, 2016), none of the power plants have reported generation loss due to shortage of coal. (d) : Steps being taken by the Government to ensure uninterrupted supply of coal to the thermal power plants, inter-alia, are : (i) Enhanced production of coal by Coal India Limited (CIL). CIL has prepared a road map to enhance coal production to 1 Billion Tonnes (BT) by the year 2019-20 to meet the coal requirement. (ii) Coal blocks have been allotted to power utilities to improve domestic coal availability. SHRI M. CHANDRAKASI: Will the Minister of POWER be pleased to state: (a) the present level of fossil fuel reserves in the country and expected period/year by which the same will be exhausted; (b) the details of new alternate energy sources which have been identified for exploration and use in future especially after exhausting fossil fuel reserves; and (c) the details of R&D works undertaken in the country and the world over to meet future energy needs after exhausting fossil fuels? A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL ) (a) : As per the information available with Central Electricity Authority (CEA), the present level of coal reserves are 301.5 billion tonnes and may last for around 100 years. There are 47 trillion cubic ft. of natural gas reserves and 800 Million Metric Tonnes (MMT) of oil reserves. These reserves are expected to last for 30-40 years. Further, lignite reserves of 44,114.24 Million Tonnes (MT) are available in the country. However, based on the present techno commercial viability of lignite mining, the mineable reserve in the country is estimated at 4326 MT. The lignite reserves is expected to last for around 85 years. (b) : Renewable Energy Sources (RES) like Solar, Wind (including off-shore wind), Bio-mass, Tidal, Geo-Thermal & small hydro etc. have been identified for development, which would replace fossil fuels. (c) : The details of R&D Projects on RES, undertaken under the R&D Schemes of the Ministry of Power, are given in the Annex. SHRI ARJUN LAL MEENA: Will the Minister of POWER be pleased to state: (a) whether any agreement was signed with regard to distribution of power generated through Anandpur Sahib Hydel Project, Mukarian Hydel Project, (Ranjit Sagar) Project, UBDS second phase and Shahpur Kandi Hydel Project; and (b) if so, the details thereof along with latest status in this regard? A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL ) (a) & (b) : An agreement was reached between the States of Punjab, Haryana & Rajasthan and the Government of India on 10.05.1984 wherein it was agreed that in view of the claims raised by Haryana and Rajasthan for sharing of power in Anandpur Sahib Hydel project, Mukerian Hydel Project, Thein Dam Project, Upper Bari Doab Canal (UBDC) Stage–II and Shahpur Kandi Hydel Scheme, the Government of India shall refer the matter to the Hon’ble Supreme Court for its opinion. The opinion of the Hon’ble Supreme Court was to be sought on whether the States of Rajasthan and Haryana are entitled to a share in the power generated from these Hydel schemes and in case they are, what would be the share of each State. However, subsequently in the discussion held between the Chief Ministers of Punjab, Haryana and Rajasthan on 29-30 July, 1992 and 6th August, 1992, a consensus was reached not to refer the matter to the Hon’ble Supreme Court. It was also decided that these States would come to a reasonable agreement through mutual consultations. In order to resolve the issue amicably, a number of formal discussions have taken place. However, no consensus has emerged so far on the divergent views of the stakeholder States. ********** GOVERNMENT OF INDIA MINISTRY OF POWER LOK SABHA UNSTARRED QUESTION NO.2079 ANSWERED ON 10.03.2016 CLEAN COAL TECHNOLOGY 2079. HARI: SHRI ASADUDDIN OWAISI: Will the Minister of POWER be pleased to state: (a) whether India and Australia have agreed on enhancing cooperation in clean coal technology in a bid to meet the burgeoning demand for cheaper and environment friendly energy in one of the fastest growing economies, if so, the details thereof; (b) if so, whether India has highlighted the role of High Efficiency Low Emission technology (HELE); and (c) if so, the extent to which India's Intended Nationally Determined Contribution (INDC) and HELE has got support from climate finance and development banks?
