REQUEST FOR PROPOSAL Service-Provider (Research Institute/Team) to Conduct the Mid-Term Review of the UN Development Assistance Framework (UNDAF) 2013-2017 Sri Lanka (RFP/UNDAF/RC/2015/01) The United Nations Development Assistance Framework (UNDAF) is the strategic programme framework that describes the collective response of the UN system to national development priorities. The UNDAF provides the overarching framework for the work of the United Nations in Sri Lanka and was designed in 2012 to be in line with the national priorities of the then Government’s policy document Mahinda Chinthana, the Millennium Declaration and the Framework of the Millennium Development Goals. The UNDAF is reviewed annually to assess key achievements for the year and contributions of each UN agency against each outcome detailed in the document. The year 2013 marked the first year of the new UNDAF 2013-2017 cycle. While the UN’s development interventions have focused to a large extent on securing sustainable recovery in the former conflict affected areas, there have also been significant achievements in other parts of the country and at the national policy level. The current UNDAF for the UN system in Sri Lanka for the period 2013-2017 has four outcomes: • Outcome 1: An enabled environment for equal opportunities to sustainable livelihoods, decent work and employability; • Outcome 2: Strengthened provision of, access to and demand for equitable and quality social services delivery and enhanced capacity of national institutions for evidence-based policy development; • Outcome 3: Communities empowered and institutions strengthened to support local governance, access to justice, social integration, gender equality, and monitoring, promotion and protection of human rights in alignment with international treaties and obligations and in alignment to the Constitution of Sri Lanka; and • Outcome 4: Policies, programmes and capacities to ensure environmental sustainability, address climate change mitigation and adaptation and reduce disaster risks, in place at national, sub-national and community levels The overall purpose of the UNDAF midterm review is to assess relevance in light of the many changes in the local and international context. The review will be conducted in close partnership with the Government and other national counterparts and will serve as a major input for the remainder of the UNDAF cycle, providing the UN Country Team with tangible evidence on the progress made and the gaps that exist. To this effect, the United Nations Development Programme (UNDP) in Sri Lanka wishes to call for Request for Proposals from qualified service providers in Sri Lanka to conduct the Mid-Term Review of the UNDAF 2013-2014 as per the Terms of Reference. The TOR detailing the exact required services, evaluation criteria and financial consideration formats are available for download free of charge from www.lk.undp.org (operations > procurement > procurement notices from 18th to 29th May 2015. A pre-bid meeting will be held on 20th May 2015 at 10.00am at UN Conference Room at the below address. Bidder participation is highly recommended. Any supplier who submits a proposal without conforming to the solicitation document terms and conditions will be considered as technically non-compliant and the proposal will be rejected. All proposals must be clearly marked with (RFP/UNDAF/RC/2015/01) on the top left corner of the envelope. The deadline for submission of the bids is 29th May 2015 2.00pm Sri Lanka time and all proposals must be sealed and delivered to the addresses below. All late proposals will be rejected and returned to the bidder unopened. REQUEST FOR PROPOSAL (RFP) NAME & ADDRESS OF FIRM DATE: May 10, 2015 REFERENCE: RFP/UNDAF/RC/2015/01 Dear Sir / Madam: We kindly request you to submit your Proposal to Conduct the Mid-Term Review of the UN Development Assistance Framework (UNDAF) 2013-2017. Please be guided by the form attached hereto as Annex 2, in preparing your Proposal. Proposals may be submitted on or before Friday, May 29, 2015and to the address below: United Nations Development Programme 202-204 Bauddhaloka Mawatha, Colombo 7, Sri Lanka. Rohana Dissanayake, Head of Procurement [email protected] Your Proposal must be expressed in the English, and valid for a minimum period of 120 days. In the course of preparing your Proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Proposals that are received by UNDP after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and all other annexes providing details of UNDP requirements. The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. 1 Any discrepancy between the unit price and the total price shall be re-computed by UNDP, and the unit price shall prevail and the total price shall be corrected. If the Service Provider does not accept the final price based on UNDP’s re-computation and correction of errors, its Proposal will be rejected. No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by UNDP after it has received the Proposal. At the time of Award of Contract or Purchase Order, UNDP reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions. Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms and Conditions attached hereto. The mere act of submission of a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of UNDP, herein attached as Annex 3. Please be advised that UNDP is not bound to accept any Proposal, nor award a contract or Purchase Order, nor be responsible for any costs associated with a Service Providers preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process. UNDP’s vendor protest procedure is intended to afford an opportunity to appeal for persons or firms not awarded a Purchase Order or Contract in a competitive procurement process.
