Hare is a former U.S. Representative (D) from the 17th Congressional District in Illinois. He served from January 2007 until January 2011. He was born on February 21, 1949, in Galesburg, Illinois and raised in Rock Island, Illinois. He graduated from Alleman High School in 1967 and later went on to receive an Associate’s degree from Black Hawk College in Moline. In 1969 he began working at Rock Island’s Seaford Clothing Factory, where he served as a union leader. He also served six years in the U.S. Army Reserves. In 1982, Hare left his union position at the factory in order to assist his friend Lane Evans’s run for the U.S. House of Representatives on the Democratic ticket. In 1983, after Evans was elected, he began working for the Congressman as district director, a position which he continued in until Evans retired in 2006. Hare was elected to fill Evans’s seat in 2007, where he served on numerous committees, primarily related to labor, education, health, and veteran’s issues. In 2012 he was appointed to the Western Illinois University Board of Trustees, which is the governing body of the university. The Phil Hare Congressional Papers is a collection of documents, photos, video, and audio files relating to former Congressman Hare’s service in the United States House of Representatives. The majority of documents consist of legislative letters, copies of house bills, Hare’s legislative activity guide, and the rules of the House. There are also some items relating to Hare’s speeches, commencement addresses, actions on the House floor, and text of newspaper articles. The digital files include photos, video, and audio that relate to Hare’s service. There are extensive photos from Washington, DC, Capitol Hill, and the 17th District in Illinois.
