This publication applies to the Air National Guard (ANG). For the purpose of this Instruction the Air National Guard is functionally considered to be a major command (MAJCOM). This publication applies to Air Force Reserve Command (AFRC) units. Any organization may supplement this Instruction. MAJCOMs, field operating agencies (FOAs), and direct reporting units (DRUs) must send one copy of any proposed supplements to AF/A3O-AO for review and obtain concurrence by the appropriate Headquarters Air Force functional3-letter before publishing.
