Description of the project activity: Jilin Wangqing 2×25MW Biomass Cogeneration Project (hereafter referred as the “the proposed project” or “the project”) is located in the Wangqing County, Yanbian Korean Autonomous Prefecture, Jilin Province, constructed and operated by Changchun Yongtuo Energy Co., Ltd. The project will utilize the biomass residue such as waste wood and crop stalks for cogeneration. It will construct the 2×130t/h biomass burning boilers and 2×25MW single extraction condensing steam turbine. The total installed capacity is 50MW, it is estimated that the annual utilization hours is 6,500h, thus the average annual power generation is 325,000MWh, the annual heating is 592,400GJ. The generated electricity will be transferred into the Yanbian grid via 66kV system of Wangqing Transformer Substation, then to Jilin Gird, finally to North East China Grid. The heat generated will be transferred to local residents for heat supply to replace the original heat supply by coal burning boiler. This project uses the renewable resource for cogeneration, thus replace the corresponding electricity in North East China Grid which is dominated by fossil fuel power generation, and also replace the heat generated by coal burning boiler, thus reduce the greenhouse emissions. Contribution to sustainable development The project activity’s contributions to sustainable development are: • Increasing the diversity of power supply and reducing reliance on exhaustible fossil fuel based power sources; • Promoting comprehensive utilization of the local biomass residues resource in Jilin Province in general through demonstrating an efficient technology, and in particular through utilizing available biomass residues for power generation in Wangqing County; • Reducing local air pollution and avoiding an uncontrolled burning and/or dumping of biomass residues; • Reducing global emissions of greenhouse gases, to combat global climate change; • Creating local economic development through the creation of employment opportunities for local residents (121 job places) and the sale of biomass residues by local farmer to the project. This project fits with the Chinese government objective to reduce the dependence on exhaustible fossil fuels for power generation, and make the energy sector in general and the power sector in particular more sustainable. The development of power plants that utilise biomass resources is encouraged in the Long-term Development Layout of the Chinese Energy Sector (2004) and the Renewable Energy Law (2005) adopted by the National People’s Congress. The maximum collection radius of biomass residue is 70km, and the exact location of Wangqing County where the project located is at the latitude of 129°05′-130°56′E and the longitude of 43°06′-44°03′N. Technology to be employed by the project activity: The proposed project activity involves the construction and operation of a new biomass residues collection and utilization project. The proposed project mainly consists of a fuel storage area, the main power plant, the cooling equipment, and transformer substation. This template shall not be altered. The fuel consumption is 1,066t/d thus the annual fuel consumption is 289thousand t/yr. The project will utilize a mix of biomass residues as fuel. The mix will consist of forestry residues (65%), biomass residues generated by the fungus industry (22%), and agricultural residues (13%). The NCV of the combined fuel is 3,500kcal/kg (0.014654TJ/t). The total installed capacity is 50MW, and will use 2×C25-8.83/0.294 steam turbines 2×QFW-30-2 generator will be matched. PROJECT DESIGN DOCUMENT FORM (CDM PDD) - Version 03.1 CDM – Executive Board page 6 The fraction of left biomass residues and 32% 39% 36.1% Biomass residues of type k that are utilized E=D/(B+C) Current utilization of biomass residues consists of the utilization of the residues as feedstock for local livestock and domestic animals and the firing of biomass residues for heating and cooking in local houses. The non-utilized output of biomass residues is currently left to decay under aerobic conditions in an uncontrolled manner and occasionally burned in the open air. The project activity will exclusively use non-utilized biomass residue resources. The project owner will construct several material purchasing stations in the main material supplying district to facilitate the collecting, crushing and storage biomass residue. The treated biomass residue will be transported to the power plant for burning in the boiler to generate steam, one part of the steam produced will be used for heat supply; the other part will be used for power generation. Meanwhile, the dust produced by burning will be collected by dust catcher and transformed into dust storage; the dust slag will be discharged through the discharge exit and transported to the slag storage. The generated electricity will be transmitted to the Yanbian grid via 66kV system of Wangqing transformer substation, and then to the Jilin Grid, finally to North East China Grid; the heat generated by the proposed project will be supplied to the local residents and replace the original heat supplied by coal burning boilers.
