Introduction 1. Michigan has a total of 147 Delegates and 10 Alternates. 2. The delegate selection process is governed by the Charter and Bylaws of the Democratic Party of the United States, the Delegate Selection Rules for the 2020 Democratic National Convention (“Rules”), the Call for the 2020 Democratic National Convention (“Call”), the Regulations of the Rules and Bylaws Committee for the 2020 Democratic National Convention (“Regs.”), the Rules of the Michigan Democratic Party, the Michigan Democratic Party’s Rules for Voting & Elections, and this Delegate Selection Plan. 3. Following the adoption of this Delegate Selection Plan by the Michigan Democratic State Central Committee, it shall be submitted for review and approval by the DNC Rules and Bylaws Committee (“RBC”). The Chair of the Michigan Democratic Party shall be empowered to make any technical revisions to this document as required by the RBC to correct any omissions and/or deficiencies as found by the RBC to ensure its full compliance with Party Rules. Such corrections shall be made by the Chair of the Michigan Democratic Party and the Plan resubmitted to the RBC within 30 days of receipt of notice of the RBC’s findings. 4. Once the RBC has deemed this plan compliant, any amendment to the Plan by the Michigan Democratic Party will be submitted to and approved by the RBC before it becomes effective. B. Description Of Delegate Selection Process 1. Michigan will use a proportional representation system based on the results of a government-run primary for apportioning delegates to the 2020 Democratic National Convention. 2. The “first determining step” of Michigan delegate selection process will occur on Tuesday, March 10, 2020. This will be held in conjunction with the Michigan GOP Presidential Primary. 3. Voter Participation in Process a. Participation in Michigan’s delegate selection process is open to all voters who wish to participate as Democrats. (1) To register to vote in Michigan you must be: (a) A resident of Michigan and the city or township where you are applying to register to vote for at least 30 days before Election Day (b) A citizen of the United States of America (c) At least 18 years of age by election day (d) Not serving a sentence in jail or in prison (2) Through the 15th day before Election Day (February 24, 2020 for the March 10 Primary), eligible persons may register at any Secretary of State branch office; at their city/township or county clerk's office; at designated state agencies; or by mail. Eligible persons who do business with the Secretary of State regarding a driver's license (DL) or personal identification card (PID), and who are not currently registered to vote, will automatically be 3 Michigan 2020 Delegate Selection Plan registered unless they decline. Individuals who update or renew their DL or PID online, and who are eligible to vote but not currently registered, will also be automatically registered unless they decline. (3) Beginning on the 14th day before Election Day (February 25, 2020 for the March 10 Primary) through 8 pm on Election Day, eligible persons may only register in person at their city/township clerk's office, and they must provide proof of residency in that city/township. Therefore, if a person registers in any of the following ways, the registration is not effective for the upcoming election: mail registration postmarked within 14 days before Election Day; registration during the 14 days before Election Day at a Secretary of State branch office, designated state agency, or county clerk's office; or automatic registration during the 14 days before Election Day. The person must register in person at their city/township clerk's office and provide proof of residency in order to vote in the upcoming election. (4) All registered voters can now vote early via absentee ballot without giving a reason. Registered voters can vote early from home by mail, or they can vote early in person at their city/township clerk's office beginning 45 days before Election Day through 8 pm on Election Day. Absentee ballots must be received by the city/township clerk by 8 pm on Election Day in order to count; postmarked by Election Day doesn't work. An eligible person who is not yet registered can register, apply for an absentee ballot and vote it all in one trip to their city/township clerk's office beginning 45 days before Election Day through 8 pm on Election Day. (5) In order to register by mail, eligible persons must submit an application to a clerk’s office at least 15 days before an election. In order to register in person, eligible persons must submit an application at a clerk’s office in the final 14 days before an election or at the polling location on Election Day. Eligible persons may also register automatically when interacting with the state regarding driver’s license or state ID card. (6) In order to vote in the March 10th Primary, a voter is required to indicate in writing, on a form prescribed by the Secretary of State, which political party ballot he or she wishes to vote. (7) Pursuant to Michigan Election Code, voters are not required to declare a party affiliation as a pre-requisite to participating in the Primary Election. Voters must state the party primary they wish to participate in before receiving a ballot. (8) The Secretary of State compiles a list from municipal clerks that contain the printed name, address, and qualified voter file number of each elector and the political party ballot selected by that elector at the presidential primary election. (9) Within 71 days after the presidential primary election, the secretary of state shall make available to the public in an electronic format a file of the records for each political party described under subsection (3). b. At no stage of Michigan’s delegate selection process shall any person be required, directly or indirectly, to pay a cost or fee as a condition for participating. Voluntary contributions to the Party may be made, but under no circumstances shall a contribution be mandatory for participation. c. Votes shall not be taken by secret ballot at any stage of the delegate selection process, including processes leading up to the selection of DNC Members or State Chairs or Vice Chairs, who serve Michigan 2020 Delegate Selection Plan as DNC members by virtue of their office, except that use of such voting by secret ballot may be used in a process that is the first determining stage of the delegate election process and in which all individual voters who wish to participate as Democrats are eligible to do so. d. No persons shall participate or vote in the nominating process for the Democratic presidential candidate who also participates in the nominating
