Technical amendment TA2020-11 proposes amendments to the Territory Plan as follows: 1 Definitions o Clarify the definition of surrendered residential block for the purposes of the Territory Plan, to include unit title residential blocks that have been acquired by the ACT Government under the Loose Fill Asbestos Insulation Eradication Scheme Buyback Program. Single Dwelling Housing Development Code o Amend Rule R39 to reduce the minimum dimensions for private open space for mid-sized blocks less than 360m², to 5m. A discussion paper addressing the process associated with building design documentation is out for public consultation. The recommendations seek to improve the standard and compliance of designs both as part of the building approval application process and in relation to design variations made during the construction phase and in some cases for constructed building work. QPRC has released the draft proposed deed of variation. The proposed deed includes updates to the description of the land to be dedicated for the proposed Regional Sports Facility under the Jerrabomberra Innovation Precinct Local Planning Agreement and provides for updated arrangements in respect of the future allocation of electricity infrastructure and capacity amongst the various parties for each of their intended uses. QPRC have proposed amendments to the 2020-21 operational plan property addendum. o Bungendore Carpark – QPRC resolved to finalise the design and seek tenders on the Bungendore carpark, with vehicular access form Ellendon Street. As part of the resolution, Council will progress the acquisition of and form a pedestrian access from Gibraltar Street to the carpark. The land required for a pedestrian access is 15 and/or 17 Gibraltar Street, Bungendore. o Bungendore Education Precinct (High School) Proposal Addendum – QPRC supported the final proposal for the construction of a new high school in Majara/Gibraltar Street, Bungendore. The final proposal includes the Department of Education providing new high school; new floodlit sporting oval at primary school; new games courts; new QPRC community centre and meeting rooms;: new QPRC customer centre and library; retained Mick Sherd Oval and facilities; financial contribution to new 8 lane outdoor heated swimming pool (to be constructed by Council) and joint use arrangements for ovals, reserve, courts and facilities. As part of the final proposal Council agreed to the sale of the following land: . 2 Majara Street . 4-6 Majara Street . 10 Majara Street . Majara Street road reserve between Turallo Terrace and Gibraltar Street. As part of the proposal QPRC will commence proceedings to close the relevant sections of Majara Street; subdivide and repurpose part of the Crown reserve on Mick Sherd Oval and lease part of the closed Majara Street road reserve to Abbeyfield Housing
