Bland, Chair—Board of Directors Karen Feinstein, Executive Director The GA/RCEFSC Community The Collaborative is located in Ward 4 of the District of Columbia. Ward 4 is made up of 15 culturally diverse neighborhoods with more than 80,000 residents. We currently serve families, caretakers, children and youth living Our Locations in any part of Ward 4. The specific neighborhoods where most of Family Service Center I* the target population resides are Petworth, Brightwood, 4420 Georgia Avenue, NW Brightwood Park, Lamond Riggs and Manor Park.
