2015 City of Shreveport Department Accomplishments by Council District AIRPORTS All Council Districts Shreveport Downtown Airport Conducted successful annual Louisiana Department of Transportation safety inspection in December 2015. Kept DTN Airport open and operational during the historic flood in summer 2015. Continued work with FEMA representatives to recoup lost revenue and to identify and fund capital projects related to the flood. Reduced the number of runway incursions by 66 percent. The airport is now asked to speak to other airports on how to take a proactive approach to mitigate incursion issues. Hosted and assisted the 2nd Bomb Wing Command and Communication Exercise conducted at DTN. Hosted two successful blood drives in honor of tenant, Ben Broussard, who perished in an aircraft accident at DTN in June 2015. Maintained 100% occupancy in all airport hangars. Maintained a waiting list for both hangars and airport lots while assisting the tenants in finding locations to safely store their aircraft. Aircraft count for DTN is 340 certified based aircraft. Maintained full staffing at the Downtown Airport. Shreveport Downtown Airport Construction Projects Coordinated Downtown Airport Action Plan Update, Approved by Airport Authority in November. Plan now awaiting final Federal Aviation Administration approval. Project cost: $150,000. Completed Security Upgrades, which included new gates, operators, security cameras and a new access control system. Construction cost: $50,000. Rehabilitation of Taxiways G, P, H and R, and a rejuvenation coat on Runway 14/32 construction work underway. Project cost: Approximately $2 Million. Rehabilitation of Taxiways A, J, Q, M and D design work underway in order to begin construction in 2016. Design work cost: $16,275. Shreveport Regional Airport Initiatives Assisted in efforts with Mayor Ollie S. Tyler and community coalition to have voters approve an increase in hotel-motel tax to fund the Ark-La-Tex Regional Air Service Alliance (RASA), a 501(c)4 organization. Completed refinancing of Airport Series A, B, C and D bonds with new Series A and B bonds at lower interest rates. Negotiated new lease with ExpressJet Airlines for hangar complex at Shreveport Regional Airport, valued at $763,000. Negotiated agreement with GLO, Inc. to begin scheduled passenger airline service from SHV to New Orleans International Airport beginning Dec. 14, 2015. Negotiated new lease agreement for United Parcel Service cargo facility at standard market rates. Completed new Master Plan update and received Airport Authority approval in November. Plan now under final review from Federal Aviation Administration. Completed all required environmental studies to certify Airport Warehouse Park and Airport Industrial Park for Louisiana Economic Development Site Certification process. Received $12,000 AEP-SWEPCO grant to offset expenses for Louisiana Economic Development site certification. Conducted quarterly business outreach meetings in order to build awareness of upcoming airport projects or business opportunities for local companies. Successfully recruited and assisted a Boeing/NASA research 75-member team to conduct experiments on a Boeing 757 aircraft related to reducing bug residue build-up on leading edges of aircraft wings. Coordinated efforts to process 89 diverted airline passenger service flights due primarily to weather events. Airport Construction Projects Completed at Shreveport Regional Airport Rehabilitated Taxiway A, the primary taxiway at airport. Project cost: $4,357,433. Rehabilitate Taxiways B, C, D, & F engineering design work completed. Project cost: $290,263 Rehabilitate Taxiways B, C, D, & F construction project underway and nearing completion. Project cost: $2,409,914 Security upgrades for access control system completed. Project cost: $2,252,631. Completed installation of two new stainless steel cooling towers for terminal and concourses. Project cost was $275,000 Airfield drainage design work performed. Project cost for design: $180,625. Continued to perform construction on Airfield Guidance Sign Phase II project was $631,548. Performed Noise Compatibility Study for Airport. Project cost: $500,000. Completed design of Runway 32 Runway Protection Zone maintenance project. Design work cost: $44,350. Performing work to certify Airport Warehouse Park and Industrial Parks. Certification cost: $40,000.
