IBTTA April 8th 2014 Super Bowl XLVIII Super Bowl XLVIII Overview • Plans built on strong foundation of roadway agencies managing their own facilities. • Proven track record partnering agencies • SME’s identifying potential risks • Strong emphasis on weather preparedness • Exceptional transportation on key routes that served Super Bowl 48 Overview Cont- • Quick Clearance Strategies • Preventative Measures and Transparency • Implementation based on early staffing, staging resources, redundancy, prior training, familiarization of routes and locations, and equipment testing. • Situational awareness through reporting and emails. • Event based and escort/vip/team movements • Reliance on mass transit • Plan was built relying on each agency SME and synergy of coordination Positive Impact • Flexibility and contribution to Opening Ceremonies (late notice), Re-Deployment of assets. NJDOT & NJTPA • NJ Structure and Foundation already in place • Newark Media Day exceeded expectations, bus staging, traffic, escorts, assisted with medical emergency. Late changes/benefit. • NJDOT RIMC/SSP and NJTPA TCS assisted NJSP escorts. Positive Impact • TSB Commercial Vehicle Inspections (305) and FMCSA public message = 0 roll overs. • Weather Preparedness, (2) substantial storms during week, assets in place, 125 miles of SB priority routes for snow removal taken care of. • Communication Statecomm 7, radios, coord. • PSC staffing w/ multi-agency . Ex. MVA GWB • Transcom, roadway traffic ingress, cameras. Negative Impact • Sub-committee politics/outside agencies • Increased membership on committee • Staffing multiple locations/extended shifts • Mass Transit Super Bowl/NFL rules of engagement, limited parking, no drop offs. • Some reliance on outside agencies Lessons Learned • ICS/NIMS a must for large event • Role of technology and early deployment • Late intro of HSIN, utilize current system or train early • Informational flow/situational awareness most important asset • NJ Public Officials/planners rely on instincts/knowledge/ challenge out of state planners. Lessons Learned • Take coordination efforts w/ allied agencies into the future beyond the SB. • Capitalize on current key relationships to further new projects. • Document everything to memorialize and show transparency. “Playbook” • Work with multiple sub-committees and ask questions, cross planning. Conclusion • Overall Successful event/week for NJSP • NJSP provided citizens of NJ, out of state fans, NFL with professional and safe experience • No major incidents credit to intelligence community, local, state, federal partners • The unknown details, behind the scene contributions. • Approach to future events/experience gained. .
