Conference Information California Supreme Court Upholds the "California Rule" in Permitting Modifications Narrowly Focused on Abuses and Loopholes On July 30, 2020, the California Supreme Court issued its long-awaited ruling on the “California Rule” in Alameda County Deputy Sheriffs' Association, et al. v. Alameda County Employees' Retirement System, et al. ("ACDSA"). The opinion permits the Legislature to address perceived pension abuses, even if the modification reduces some employee benefits, while upholding the requirement of the California Rule that detrimental changes otherwise must be accompanied by offsetting new advantages. Under the standard articulated by the Court, pension reforms advocated by former San Jose Mayor Chuck Reed to reduce pension costs would almost certainly be held unconstitutional. 2020 PRESIDENTIAL ENDORSEMENT State Trustee's we need your endorsements. Presidential Endorsement Time Line LOS ANGELES COUNTY CHARTER AMENDMENT The LA County Board of Supervisors recently voted 4-1 to place on the November ballot a charter amendment to cut 10% of the county's public safety budget. They want to "redistribute" it to community programs, but what they are doing is trying to defund LA County Law Enforcement. Please stand behind Lodge 1 Member Association PPOA, and Lodge 702 LA County Probation Supervisors as they fight to keep LA residents safe. PPOA President Tab Rhodes Response BILL SPOTLIGHT AB 1022 (HOLDEN) - PEACE OFFICERS: USE OF FORCE Would augment the penalties for excessive use force most critically by creating a three-strikes-and-you’re-out rule that would disqualify people from being peace officers if they have used excessive force or failed to intercede to prevent it three times. It would require officers to report when a fellow officer uses excessive force and attempt to intercede to stop it and if they “willfully” fail to, they would be considered principals in that crime. It would also launch a website where citizens can file complaints and search for public records of peace officers by name. The CAFOP is OPPOSED of this bill.
