The Senate met at 11:38 a.m. The Senate President read prayers. 2. Closed Session: Closed Session 11:42 a.m. Open Session 12:14 p.m, 3. Votes and Proceedings: The Senate President announced that he had examined the Votes and Proceedings of Wednesday, 14th September, 2011 and approved same. By unanimous consent, the Votes AND Proceedings were approved. 4. Announcement: Acknowledgment: The Senate President acknowledged the presence of the following who were in the gallery to observe Senate Proceedings: (1) Students of the Department of Political Science, Delta State University, Abraka, Delta State; and (il) Staff and Students of Loyola Jesuit College, Gidan Mangoro, FCT, Abuja. 5. Matter of Urgent Public Importance: Rising on Rule 42, Senator Pius Ewherido (Delta Cental) drew the attention of the Senate to the demise of Senator Fred Brume, a Senator of the Federal Republic of Nigeria from 1999 - 2003. He sought and obtained the leave of the Senate to present the matter. Matter to stand over to the next Legislative Day (Rule 42(2). 6. Demise of High Chief Edwin Ume-Ezeoke, CFR: Motion made: The Senate notes with profound sadness the death of High Chief Edwin Ume-Ezeoke, CFR, the former Speaker, House of Representatives on Tuesday, 2nd August, 2011 after a brief illness at the age of 75 years; Notes also that the Late Chief Edwin Ume-Ezeoke was born on September 8, 1935 in Amichi, Nnewi South Local Government Area of Anambra State; Notes further that Late Chief Ume-Ezeoke received his early education at St. Eugenia's Primary School, Amichi between 1943-1951; St. Patrick's College, Calabar, 1952-1956; and proceeded to Northwestern Polytechnic, London, 1961-1963 with GCE Advanced Level in Economics and British Constitution; Council of Legal Education, London, 1963; Holborn College, London, 1963-1966 and was called to the prestigious Nigerian Bar in Lagos in 1971; Observes that Late Chief Edwin Ume-Ezeoke was a lawyer, an administrator, an Elder Statesman and a politician of repute. He held the traditional title of the Anyi Jiri Ka Mba (Our edge over other Nations) of Amichi and was conferred with the National Honour of the Commander of the Federal Republic (CPR); Notes with pride that High Chief Ume-Ezeoke was the first Speaker of the House of Representatives in the 2nd Republic, making him the number four on the National Order of Precedence, where as a Presiding Officer, he demonstrated intelligence, uprightness and commitment in the advancement of legislative processes; Notes also, that he was a school teacher between 1957 - 1958; Worked at the Department of Customs and Excise in 1959 -1960; Was a founding member of the Nigerian Legal Aid Association (now Legal Aid Council) in 1976; Was a Legal Adviser of the defunct Nigerian Peoples' Party (NPP), Nnewi Branch; Was Deputy Chairman of the World Assembly of Parliaments and Chairman of the Commonwealth Parliamentary Association, Nigerian Branch in 1980; Was Chairman, Presidential Technical Committee on Review of Constitution during President Obasanjo's regime; Was Deputy Chairman of the Board of Trustees (BOT) and eventually the Acting Chairman, BOT, ANPP; Was presidential running mate to General Muhammadu Buhari on the platform of All Nigeria Peoples' Party (ANPP) in 2007 presidential election; No. 19" Thursday, 15th September, 2011 93 Was the immediate past National Chairman of the ANPP; and Observes further, that he was a revered and astute politician, and a dependable statesman. His patriotic wealth of experience would be missed by the political class in particular and Nigerians in general. The Late Chief Edwin Ume-Ezeoke was married with six children, one of whom was the former Senior Special Assistant to Late President Umaru Musa Yar' Adua on Civil Society Matters. The Senate accordingly resolves to: (i) observe a minute silence in honour of late High Chief Edwin Ume-Ezeoke; (ii) commiserate with the family, the Government and people of Anambra State; (iii) send an official delegation to participate in the funeral ceremonies in honour of the departed Chief Edwin Ume-Ezeoke; (vi) NAME one of the blocks in the National Assembly after the late Speaker of the House of Representatives; and (v) CALL on the Federal Government to immortalize late High Chief Edwin Ume-Ezeoke. Debate: Proposed Resolution (i): Question: Observe a minute silence in honour of late High Chief Edwin Ume-Ezeoke - Agreed to. Proposed Resolution (ii): Question: Commiserate with the family, the Government and people of Anambra State - Agreed to. Proposed Resolution (iii): Question: Send an official delegation to participate in the funeral ceremonies in honour of the departed Chief Edwin Ume-Ezeoke - Agreed to. Proposed Resolution (iv): Question: Name one of the blocks in the National Assembly after the late Speaker of the House of Representatives. Amendment Proposed: Stand down the provision in proposed Resolution (iv) (Senator Ita Enang - Akwa Ibom North- East). Question that the amendment BE made, put AND agreed to. Proposed Resolution (v): Question: Calion the Federal Government to immortalize late High Chief Edwin Ume-Ezeoke - Negatived. 94 Thursday, 15th September , 2011 No. 19 Resolved: That the Senate do: (I) observe a minute silence in honour of late High Chief Edwin Ume-Ezeoke; (it) commiserate with the family, the Government and people of Anambra State; and (iii) send an official delegation to participate in the funeral ceremonies in honour of the departed Chief Edwin Ume-Ezeoke (S/Res/009/0JI1J). One minute silence accordingly observed. 8.
