EU Institutional Takeovers Summary: As plans to develop standing or designated EU forces stalled around 2000, focus instead turned on institutionally ‘poaching’ already exisiting European entities. An increasing number became available for ‘cutting and pasting’ into EU-led missions. Copyright euroairgroup.org Prominent examples include Eurocorps; the European Air Transport Command (EATC); the European Maritime Force (EUROMARFOR); and the European Gendarmerie Force (EUROGENDFOR). FINABEL, the European Army Interoperability Centre, remains intergovernmental but is heavily orientated towards EU-relevant output. Additionally, there are an increasing number of new ‘trojan horse’ entities which are ostensibly intergovernmental but are founded, fed, and funded by the EU. At stake: Collectively, these form the EU’s (uncertain) standing military reserve. The trend continues. The fact it is headquartered at RAF High Wycombe however should present some enduring practical safeguards. The UK is also exposed doctrinally from membership of FINABEL, which it joined in the same year it joined the EEC. UK participation in the European Personnel Recovery Centre (EPRC) by contrast appears to be more solidly bounded in NATO contexts. Action: It is unclear why the UK needs to remain part of FINABEL. In any event, the risks of UK participation in these constructs is admitted by the simple historic fact of not joining many of them in the past.
