Please plan on traveling to Salem to attend the Commission meeting and Advocacy Day August 16 – TBD Spending plan and funding action Requested Action: Informational only For commission input/discussion For commission action Page 8 of 60 November 16, 2018 TO: Oregon Arts Commission FROM: Brian Rogers, Executive Director SUBJ: Executive Director Report Cultural Advocacy Coalition and Legislative Process Sue Hildick, the new Executive Director, will join us. CAC will update us on their policy/direction for the 2019-2021 biennium session. On August 13, I served on the Cultural Resource Economic Fund (CREF) review committee. The committee developed a list of organizations to support in the 2019-2021 biennium session for capital construction funding. The working list is attached. Arts and Culture Advocacy Day is on April 23, 2019. We are planning meetings to bookend the day. On April 22 we will have our Arts Commission board meeting, and the Cultural Trust will host representatives from all the County Coalitions for a summit. We are also having the Cultural Trust board meeting on April 24. The intention is to have the boards and Coalition members attend Arts and Culture Advocacy Day while in Salem for other meetings. Business Oregon The Executive Team held a series of meetings to develop an action report in response to the investigation. Additional meetings were held with Management Leadership Team and the entire Business Oregon staff to finalize the report. At the meeting I will hand out a summary of the activities for improving agency culture. We continue to work with the leadership of Business Oregon to implement the overall strategic plan. David Huff served on the Management Leadership Team, which has developed work plans based on actions in the strategic plan for the next several months. National Assembly of State Arts Agencies I attended the NASAA Assembly (conference) in Baltimore November 1-3. Highlight sessions include the Executive Directors peer, Research Affinity Group and Getting beyond Political Acrimony. The National Endowment for the Arts also presented, along with newly appointed Chairman Mary Anne Carter. This year was the first year in a long time that all 50 states and 4 of the 5 jurisdictions were present. Julie Vigeland attended as well; she is on the NASAA board and an affiliate of the Arts Commission. Her report of the conference is attached. Riki Saltzman, Oregon Folklife Network, was also in attendance; she attended the folk arts pre-conference and then the full conference. Page 9 of 60 Western States Arts Federation I attended the WESTAF Executive Directors Forum in Phoenix on October 1 and 2. The main focus was advocacy efforts in the 13 member states and our respective challenges and opportunities. The Executive Director of MASSCreative presented their nationally recognized advocacy campaign. The NEA presented regional specific information about some of their initiatives. Erin Graham, Chair of WESTAF, presented the strategic plan. The executive directors also discussed challenges in reducing types of grants. The expenditure for traveling the Executive Directors was covered by WESTAF. National Endowment for the Arts We submitted our National Endowment application by the September 28 deadline.. The full narrative is due every three years, with interim reporting in the other years. The narrative questions are focused on our strategic plan; we are restricted to nine pages for the narrative and one for the budget. The application is attached, which will be reviewed by a peer review panel. Cultural Trust The Trust is deeply into the fall fundraising campaign.
