A search has now been completed within the Ministry of Defence and I can confirm information in scope of your request is held. In response to your request, please find attached the two Defence Council Instructions you have requested. Please be advised that some of the information contained within the enclosed documents is considered as personal information and falls within the scope of the exemption at Section 40(2) of the FOi Act that applies to personal data relating to third parties. Retail prices of items in officers' and ratings' clothing ranges have been reviewed. Revised prices that will apply from the 1 Apr 13 are shown in the Annexes to this DIN. Please note the following: a. Departmental expenses have been included within item price. b. VAT is charged on the sale of all items except: (1) In Fleet establishments abroad (2) In HM Ships outside territorial waters for more than 15 days, or where the voyage of less than 15 days includes a call at a foreign port. (3) Items purchased under the Personal Export Scheme by service personnel who work in Embassies and on Naval Deployments are to obtain their requirements from HMS NELSON Uniform Clothing Store. HMS NELSON is to keep records of each transaction to support the audit trail to meet HM Customs and Excise VAT - Exports Notice 703. c. VAT exclusive sales made in accordance with paragraph b(2) above are not to occur until after the ship clears UK territorial waters and are to cease before re­ entering UK territorial waters. Sales at Retail Sale Prices are restricted to purchases by Naval personnel for their own use, and other personnel specified in JSP 886 Volume 6 Part 5 Chapter 3. e. Items such as PE kit and specialist commando badges for RN units have to be transferred to specialist clothing for naval accounting purposes. f. An additional departmental expense of 16% is to be added for authorised sales to foreign nationals, (i.e. 16 % is added to the VAT exclusive Retail Price then VAT is to be added to the full amount). g. Items obtained through LPO, or Contract are to be charged to individuals (where applicable) using the prices enclosed in the annexes. 2. These prices are those charged to MOD by clothing contractors, with departmental expenses added. Changes in prices are caused by a wide variety of factors: Defence Clothing continues to seek best value for money by using Smart Acquisition principles to purchase clothing, driving some prices down. Some products are bought in low quantities, are complex to make and increasingly difficult to source from industry, which can increase the prices paid for them. LIST OF ANNEXES A.
