2009 Directory of Indiana State, County, City and Town Offi cials Responsible for Road and Street Work Publication No. INLTAP-RP-1-2009 SCHOOL OF ENGINEERING West Lafayette, Indiana WHAT IS INDIANA LTAP ? Indiana Local Technical Assistance Program (LTAP) was estab- lished by the Federal Highway Administration (FHWA). The pur- pose of the LTAP program is to translate the latest, state-of-the-art road, highway and bridge technologies into systems usable by lo- cal highway agencies. LTAP is funded by FHWA, the local agency distribution of the Motor Vehicle Highway Account and Purdue University. This directory is published annually by the Indiana LTAP offi ce at Purdue University. VISION STATEMENT The vision of the Local Technical Assistance Program is to be known and respected throughout the State of Indiana as the primary re- source for training, technical assistance, and technology transfer for government and industry offi cials with local transportation related responsibilities, and to be known throughout the LTAP community as an innovative, aggressive, and productive participant. MISSION STATEMENT The mission of the Indiana Local Technical Assistance Program is to foster a safe, effi cient, environmentally sound transportation sys- tem by improving the skills and knowledge of local transportation providers through training, technical assistance, and technology transfer. COVER PHOTO Project Name: Noble County Bridge Number 5 Owner: Noble County Designer: Strand Associates Construction Inspection: DLZ, Inc. Contractors: Primco Inc./Fox Contractors Corp Description: With the development of an industrial park on the east side of Kendallville, Noble County Road 1000 East has seen a signifi cant increase in traffi c. With a present ADT of almost 5000 vehicles per day it has become the most heavily traveled local roadway in the Noble County Highway system. Norfolk Southern Railroad has approximately 87 trains per day crossing CR1000E at the Noble County/Kendallville Corporate Limits. Concerned with traffi c delays and safety issues, Noble County and the City of Kendallville joined forces on a Federal Aid Project to eliminate the estimated 500,000 vehicle stoppages per year. MSE wall was used to limit the bridge span and the right of way needed in the industrial park. A pedestrian walkway was built under the south approach to facilitate use of the adjacent Kendallville Outdoor Recreation Complex and parking areas located on the east and west side of CR1000E. Non-standard right of way purchasing was allowed by the FHWA which saved over $250,000 in construction costs. Partnering was utilized on this fi ve million dollar plus project which was embraced by all parties including utilities, contractors, Norfolk Southern Railroad, the City of Kendallville and Noble County. Working together ensured that the roadway was closed just over a year for construction and was fi nished before the completion date.
