Call to order/Welcome The meeting was called to order by 6:31p.m. with seven commissioners in attendance and the Chair. Approval of June 3, 2021 Meeting Agenda A motion was made to approve the June 3, 2021 meeting agenda with a move to modify the agenda. Item IV topic D, and Item V topic D will be eliminated for this meeting. Motion by: Commissioner Terwilliger Second by: Commissioner Bowman Motion Carried: 7-0 Approval of May 6, 2021 Meeting Minutes A motion was made to approve the May 6, 2021 meeting minutes. Corrections were described by Commissioner Wayland. Move to approve with the correction to the minutes Motion by: Commissioner Wayland Second by: Commissioner Hargreaves Motion Carried: 7-0 II. Items from the Audience None III. New Business 1. Piper Gillett, Youth Advocate A motion was made to accept Piper Gillett as the Youth Advocate member of the Parks and Trails Commission through June 2022 Motion Made by: Commissioner Bowman Second by: Commissioner Smith Motion Carried: 6-0 2. Redmond Zoning Code (RZC) Rewrite - Kim Dietz, Senior Planner and Andrea Kares, Planning Lead Ms. Dietz gave an overview of the Zoning Code Rewrite project that is currently in phase 1. The project involves recommendations from the Technical Committee, Planning Commission, action by City Council, and consists of multi phases. Ms. Dietz explained the RZC Rewrite is a staff lead project to organize the code and have standard language usage as a foundation for future updates to the comprehensive plan policies. She added, to better refine the code, Planning staff 2 Redmond Parks & Trails Commission June 3, 2021 have reached out to a group of stakeholders such as, business owners and developers, community property owners, nonprofit groups, cultural organizations, and faith-based institutions. Ms. Dietz explained how amendments are being made to the code. Some of the amendments embrace faith-based uses and activities, affordable housing, and hybrid types of manufacturing and retail. Ms. Kares explained three types of temporary use permits (TPU) and the duration for each type. She explained the amendments to TPUs help streamline the ability to permit uses such as outdoor dining which aligns with the long-term recovery plan. Ms. Kares listed examples of uses that require a permit and which uses do not. Commissioner Terwilliger asked how the Climate Emergency Declaration will be accounted for through the zoning codes. Ms. Dietz explained the team is working closely with the city’s sustainability officer to be sure those aspects are being addressed. Commissioner Kleppe asked what type of feedback the Planning Committee is looking for. Ms. Dietz explained the committee is looking for specific needs, items that may be missing, and assurance they are going in the right direction. She added, comments and feedback can be directed to the committee by using a provided link for the RCZ Rewrite Project. Commissioner Kleppe asked how temporary use permits for encampments or use of public space protects park users. Ms. Kares explained encampments go through an approval process with Council and require a long term TPU. Commissioner Smith referred to a third urban center in Redmond and asked if that will be addressed in terms of zone. Ms. Dietz said it does. 3. Recreation: Summers in Redmond Events, Christin Everson, Engagement Program Administrator, Austin Horner, Program Assistant Ms. Everson presented the Summers in Redmond campaign and the plan to activate downtown Redmond with unique events, arts, and activities. She added, due to budget cuts Derby Days and So Bazaar will not take place this year. The goal remains in providing the community opportunities to connect and stay in alignment with the Stay Safe Washington Road Map to Recovery guidelines. Mr. Horner added the city has revised the application process to align with the new guidelines. Mr. Horner explained a new program called Buskers Program. The program allows opportunities for local performance artist to perform on designated times and days. The cultural arts and events staff are reaching out to the community groups, local artists, and organizations. He added, the Cultural Arts program for 2021 will be a large part of Summers in Redmond. Ms. Everson explained how staff is working with recreation contractors to provide recreation activities in the parks. She added Recreation staff will promote “passive recreation” for the existing parks and trails by placing emphasis on safety messaging and communicating offerings 3 Redmond Parks & Trails Commission June 3, 2021 with the Summers in Redmond tagline. The timeframe of the campaign is between the end of June and mid-September. The Commission gave positive feedback and suggested publishing a calendar. A vote took place to move the Redmond Senior Community Center update to be the next item on the agenda. Vote Carried: 7-0 IV. Old Business 1. Redmond Senior and Community Center Update, Loreen Hamilton, Parks and Recreation Deputy Director Ms. Hamilton gave a brief update for the Redmond Senior Community Center. she explained they are on track with the suggested timeline. She added, the next council study session will be about rough schematic design and cost. This will take place on June 22nd. Ms. Hamilton explained the recommendation to Council to not construct the affordable housing partnership above the community center structure. She described a buffer zone of approximately 35ft from the river and the city is working to offset the facility from the river. Ms. Hamilton showed conceptual photos of how the structure will look. Discussion took place of the overall process and how well the project is going. 2. Urban Gardening Sub-Committee, Terwilliger Commissioner Terwilliger gave an overview of the progress with the Urban Gardening Sub- Committee. He has secured a couple of speakers for upcoming meetings and is working with Tilth Alliance and individuals that manage Bellevue Urban Garden. Commissioner Terwilliger is requesting two more volunteers to be a part of the committee. 3. Communications Sub-Committee, Commissioner Hargreaves Commissioner Hargreaves shared
