To be eligible to bid specifically for lot 1, a contractor must meet the following major criteria: (a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license applicable to the type and cost of this contract/s,(b) completion of similar contract costing at least 50% of ABC of the LOT/S to be Bid, and (c) Net Financial Contracting Capacity at least equal to ABC or in case bidding for both lots, the total ABC, (d) Certificate of site inspection. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check, Preliminary Examination of Bids, Evaluation of Bids, Post qualification, and Award. The BAC shall consider bidder for lot 1 as most responsive over all lots, except lot 2. The times and deadlines set for the major procurement activities are shown below: 1.
