It has several distinct, picturesque, tree-lined neighborhoods, sports playing fields, a community center offering activities for all ages, a pristine reservoir offering hiking and boating and even a paved bike/pedestrian trail linking many neighborhoods with shopping and schools. But what sets Lafayette apart, what creates the special energy and vibe, is set right at the heart of the city – the downtown area. With older established downtown housing now supplemented by newer residential developments blending in nearby, the City’s focus on “walkability” pays off – residents can be seen strolling, walking or biking throughout the day and evening to enjoy the mix of world-class restaurants and retail. Residents and visitors alike take advantage of the energy in the heart of Lafayette. The City’s downtown is concentrated along Mount Diablo Boulevard. “Restaurant Row,” as it is now known, offers many dining choices from fine dining to more casual options. On warm evenings families take advantage of the casual dining at Sideboard, located next to the Plaza – the eatery even provides picnic blankets for those who want to relax or play on the lawn. Throughout the year community events are held at the Plaza. Just one block west is Fiesta Square, where young and old enjoy family-friendly restaurants and take advantage of Lafayette’s great weather with plenty of al fresco dining options. A couple of independent coffee shops with sidewalk tables and chairs complete the European feel. The state-of-the-art Lafayette Library and Learning Center is located in the heart of downtown. With many classes and opportunities for community involvement, the LLLC benefits those of all ages and is ideally located so that residents can walk over to it while in town to run errands. Several specialty gift shops are dotted around Lafayette. From clothing boutiques to an olive oil tasting shop, from designer linens to a floral shop, Lafayette has something for everyone. And if relaxation before lunch or dinner is in order, Lafayette has nail salons and spas too, all in the downtown. Whole Foods and Safeway provide grocery-shopping choices near the library and, at the other end of the downtown, under the ancient, huge tree that sparkles with holiday lights in the winter, is the family-owned, Diablo Foods. Neighbors meet and mingle at several community events along the tree-lined boulevard each year from the Art and Wine Festival to the Res Run For Education. This jewel of a community is tucked away off an easily accessed freeway and BART station, connecting the small town to the big city in just a few short minutes. They were tired of having to go to Martinez for every discussion and approval and having their fate rest with a five-member Board of Supervisors when they could only vote for one. The citizens voted, and Lafayette became an incorporated City on July 29, 1968. 2018 marks the 50th anniversary of that event. But what if the voters had said no and Lafayette had never incorporated? What would an unincorporated Lafayette be like? Here are glimpses of what Lafayette has become since incorporation and you can think about how much of this would have occurred without incorporation. Local control over planning and development was the primary argument for development. Since incorporation: • The hillsides remain largely protected from further subdivision and from large homes on the top of ridgelines. • Most new development is downtown, and the three-story height limit remains. • The 50’-high signs that announced Mount Diablo gas stations to those on the freeway are gone. Successive Councils and staff have focused on improving the City’s infrastructure with noteworthy results. • Almost all the once failed public roads are fixed and the rest will be soon. For years, the City has directed as much money to fixing roads as possible. • The storm drains are also fixed. When there are heavy rains now, drains do not overflow like they did during the first 20 years of Lafayette’s incorporation. 10 2018-2019 DIRECTORY LAFAYETTECHAMBER.ORG directory_Lafayette-2018 3/18/2018 4:27 PM Page 11 Finances. The City has performed well financially. • Lafayette incorporated as a no property tax city and lives within its means. Lafayette has minimal unfunded pension and other post-employment benefit debt. • The reserve fund which began with pennies in 1968 was just
