Ouellette, CALCTP Administrator on Behalf of the CALCTP Board January 31, 2020 Lighting Controls Acceptance Test Technician Certification Provider (LCATTCP) Annual Report Introduction The 2013 California Building Energy Efficiency Standards (“2013 Code”) requires lighting control acceptance tests to be performed by trained and certified Lighting Control Acceptance Test Technicians.1 The California Advanced Lighting Control Training Program (CALCTP) received interim approval as a lighting control acceptance test technician certification provider (LCATTCP) on April 1, 2014 and final approval as a LCATTCP on November 17, 2014. Furthermore, CALCTP demonstrated that the industry threshold certification of at least 300 lighting control acceptance test technicians was met and approved by the California Energy Commission (CEC) on June 16, 2014. Pursuant to 2013 Code tit. 24 Part 6, § 130.4, subd (d) the LCATTCP shall provide an annual report to the CEC summarizing the certification services provided over the reporting period and to date. As outlined in a letter dated December 27, 2019 from Ms. Veronica Olvera of the CEC, this report is to include the following elements: A summary of the certification services provided over the reporting period, including the total number of technicians and employers certified by the ATTCP during the reporting period and to date. A summary of all actions taken against any certified technician or employer as a result of the ATTCP's complaint or quality assurance procedures as required under §10‐103.1(c)3D and §10‐ 103.1(c)3F. A summary of the quality assurance and accountability activities conducted over the reporting period, including the compliance forms reviewed and the onsite audits performed as required under §10‐ 103.1(c)3Fii during the reporting period and to date. A summary of the number and type of acceptance tests performed in each local jurisdiction over the reporting period and to date. A signed certification to the CEC that the ATTCP continues to meet the requirements of §10‐ 103.1. Answering these questions, the annual report covers the period from January 1, 2019 until December 31, 2019. As requested, CALCTP has also provided a list of the acceptance test projects completed during the reporting period. 1 Cal. Code Regs., tit. 24 Part 6, § 130.4, subd (c). 1 | Page Bullet One: A summary of the certification services provided over the reporting period, including the total number of technicians and employers certified by the ATTCP during the reporting period and to date. As of December 31, 2019, CALCTP has certified 1,783 Lighting Controls Acceptance Test Technicians to perform the acceptance tests in Building Energy Efficiency Standards, Section 130.4. This includes 72 Lighting Controls Acceptance Test Technicians certified from January 1, 2019 through December 31, 2019. Each of these technicians has met the minimum pre‐qualifications requirements, completed the classroom and hands‐on training requirements and passed the certification exam. These newly certified technicians include electrical contractors, general electricians, lighting controls engineers, lighting architects, and commissioning agents. Of these certified acceptance test technicians, 952 have maintained their certification and are updated to the 2016 Code. Attached as Exhibit A is a list of the names and certification identification numbers for each of the active CALCTP‐AT certified Lighting Controls Acceptance Test Technicians. Attached as Exhibit B is a list of the names and certification identification numbers of each of the 558 businesses2 that are currently certified as Lighting Controls Acceptance Test Technician Employers. This includes the 22 Lighting Controls Acceptance Test Employers certified from January 1, 2019 through December 31, 2019. These 22 employers are comprised of energy efficiency consultants, building contractors, electricians, and engineering firms. Bullet Two: All actions taken against any certified technician or employer as a result of the ATTCP's complaint or quality assurance procedures as required under §10‐ 103.1(c)3D and §10‐103.1(c)3F. In 2019, CALCTP revoked only one ATT license resulting from the ATTCP’s quality assurance procedures. This license was TC‐A813899, belonging to Tristan Sears. His company license for Accolade Electric was also revoked. Bullet Three: A summary of the quality assurance and accountability activities conducted over the reporting period, including the compliance forms reviewed and the onsite audits performed as required under §10‐103.1(c)3Fii during the reporting period and to date. CALCTP’s Quality Assurance Provider, ICF, conducted 411 audits in total, comprising 4.2% of all projects submitted during the 2019 Annual Report period. This included 99 on‐site audits and 312 paper audits. Of all completed acceptance tests since July 1, 2014, ICF has conducted 1,615 audits, or 4.7% of all completed projects, including 328 on‐site audits. Please consult Exhibit C in the Appendix for a list of all compliance forms reviewed per each audit conducted in 2019. 2 As of December 31, 2019, 565 employers have been certified as ATE employers. However, 1 ATE certification was revoked and 6 have temporarily been blocked or suspended, either due to a License lapse or a C‐10 License cancellation, leaving 558 active employers. 2 | Page Bullet Four: The number and type of acceptance tests performed in each local jurisdiction over the reporting period and to date. As part of the requirements, CALCTP AT Employers must provide copies of lighting control acceptance tests conducted within 48 hours of completion. During 2019, CALCTP Lighting Control Acceptance Test Employers and Lighting Control Acceptance Test Technicians conducted 9,632 acceptance test technician projects, totaling 34,064 projects conducted since July 1, 2014. The heat map below provides a geographic breakdown of all projects submitted in 2019. Additionally, a list of these projects is provided in a separate excel file as part of this submission. 3 | Page Bullet Five: A signed certification to the CEC that the ATTCP continues to meet the requirements of §10‐103.1. The only modifications or deviations to the CALCTP application, approved by the CEC on November 16, 2014, are the revisions to the certification and recertification curriculum for acceptance test technicians and acceptance test employers. These revisions were developed to meet the new and amended acceptance test requirements set forth in the 2019 edition of Title 24. Revisions to the curriculum were approved by the CEC on December 2, 2019.
