The Iowa City Community School District considers the substitute teacher an integral member of the instructional staff. The substitute teacher provides the student with educational opportunities when the regular teacher must be absent. Since instruction must continue daily, the service of substitute teachers is essential. Realizing the contribution the substitute makes to the educational program of the Iowa City schools, a receptive atmosphere for the substitute is desired. This atmosphere is attained through the cooperative efforts of the principals, teachers, and students. The foremost goals of the Iowa City Community School District are the personal satisfaction for the substitute in having a good day, for the regular teacher in receiving a report that all went well and the objectives for the day were met, and most of all, for the student to be involved in profitable work. If you have questions or a grievance related to this policy, please contact Kingsley Botchway II, Director of Equity, 1725 N.Dodge St. Iowa City, IA , 52245, (319) 688-1000, [email protected] 3 General Information Certification The Iowa Department of Education requires the Human Resources Office to keep a copy of the “Iowa Certificate” on file for each working substitute teacher. This may be a teaching license, substitute license or substitute authorization issued by the Iowa Board of Educational Examiners. Each substitute teacher must bring or mail a copy of his/her certificate to ICCSD Substitute Services every time it is renewed. If you are a graduate from an out-of-state institution and do not have an Iowa certificate, you will need to visit the Iowa Board of Educational Examiners website at www.boee.iowa.gov to apply. This form may be found under the “Seeking Iowa Licensure “click on “Obtain a teaching license” or may also chose the “Obtain a substitute license”. Requirements for a substitute teacher's license A substitute teacher's license may be issued to an individual who has met the following: o Has been the holder of, or presently holds a license in Iowa or some other state. o Has successfully completed all requirements of an approved teacher education program and is eligible for the Initial License, but has not applied for and been issued this license. A substitute license is valid for five years and can be renewed as many times as necessary. The holder of a substitute license is authorized to teach in any position in which a regularly licensed teacher was employed to begin the school year. Renewal requirements for a substitute license Meet one of the requirements listed below: 1. Verification of at least thirty days of substitute teaching during the term of the license. 2. Completion of a local education agency or area education agency course approved through staff development guidelines established by the board of educational examiners. 3. Completion of a community college, college or university course. 4. Verification of approved Mandatory Child and Dependent Adult Abuse Training completed within the past five years. 4 Application All new substitutes must apply online through the District’s website (www.iowacityschools.org). The online application asks you to supply information regarding position desired, preparation, experience, and references. You are required to undergo a background investigation. You must verify that you are physically able to teach and are free of communicable diseases. You will receive an email after the application has been submitted. Attached there will be a Physical Wellness and TB Screening form and a background check form. Once you have submitted your background and it has been processed you will receive a second email to attend a required new substitute orientation. At that time all required new hire paperwork will be provided. Please bring two forms of identification for I-9 purposes. Method of Payment All substitutes will be responsible for clocking in and out in the building for each day worked. Substitutes will need to check in at the office when arriving and clock in at the start of the day and then clock out at the end of the day when checking out with the office. You must check in and out with the school secretary in addition to clocking in and out with the time clock system. All substitutes will receive payment on the 15th day each month or on the previous work day if the 15th is on a Saturday or Sunday (see pay schedule on next page). Payment will not be made for any day that the substitute does not have records of in both Aesop and Time Clock Plus. It is the substitute’s responsibility to ensure that all of the information in both Aesop and Time Clock Plus system is complete and correct before the end of the month. Page 6 of the substitute handbook contains a list of all the pay days and the pay periods covered by those paychecks. Page 7 contains a listing of the current pay rates. A substitute teacher who covers an associate or secretarial position will be paid the applicable hourly rate for that assignment. See page 8 point 8 for more information. All substitutes must make sure that a direct deposit form has been submitted to the payroll office (or substitute services) and that the payroll office or substitute services has the most current email address on file prior to the first day of work as a substitute. Effective July 1, 2005, as a condition of employment, the Iowa City Community School District will require that all new workers receive their salary payments through direct deposit. The choice of the financial institution is up to the substitute. The District will provide the direct deposit receipt that lists the wages earned and deductions made for each pay period in which the substitute receives salary payment. Effective July 1, 2010, the District implemented electronic notification of direct deposit payroll records.
