Davies: During Plenary on Tuesday you raised two issues with Jane Hutt. Firstly you claimed that I had not issued a statement last week following my meeting with the Children’s Commissioner, Keith Towler. A joint statement was issued later that afternoon and a copy is attached for you to see. Secondly you questioned why the Welsh Seal is retained in Cathays Park. This is because Section 116 of the Government of Wales Act 2006 states that the First Minister is to be the Keeper of the Welsh Seal. The Clerk of the Assembly has to be notified once the Welsh Seal has been applied. This is the point at which the Bill receives Royal Assent. The application of the Welsh Seal is therefore clearly a matter for the Welsh Government. The closure of the Afallon Ward in Bronglais Hospital is a matter for the Hywel Dda Health Board. I have, therefore, written to Mr Trevor Purt, the Chief Executive of the Health Board and asked him to write to you direct with an update on the closure of the Afallon Ward. .
