REIMBURSABLE SPACE ACT AGREEMENT BETWEEN THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION LANGLEY RESEARCH CENTER AND HONEYWELL INTERNATIONAL, INC. FOR ACOUSTIC LINER TESTS. ARTICLE 1. AUTHORITY AND PARTIES In accordance with the National Aeronautics and Space Act (51 U.S.C. § 20113(e)), this Agreement is entered into by the National Aeronautics and Space Administration Langley Research Center, located at Langley Research Center, Hampton, VA 23681 (hereinafter referred to as "NASA" or "NASA LaRC") and Honeywell International, Inc. located at 111 34th Street, Phoenix, AZ 850342802 (hereinafter referred to as "Partner" or "Honeywell"). NASA and Partner may be individually referred to as a "Party" and collectively referred to as the "Parties." ARTICLE 2. PURPOSE The purpose of this agreement is for NASA to conduct acoustic liner tests in the Grazing Flow Impedance Tube and Curved Duct Test Rig of the Liner Technology Facility. These tests are intended to support acoustic treatment and noise reduction research conducted by the Honeywell Corporation in support of a CLEEN-II contract with the FAA. ARTICLE 3. RESPONSIBILITIES A. NASA LaRC will use reasonable efforts to: 1. Make available test facility and personnel for subject testing. 2. Provide design specifications for test articles. 3. Install test articles for testing in the Grazing Flow Impedance Tube (GFIT) and Curved Duct Test Rig (CDTR). 4. GFIT Test Plan: Collect, analyze, and provide the following data for 6 samples provided by Partner. a. Static pressure survey and delta static pressure data. i. Acquire static pressure survey over a length of the GFIT to extend at least 2 feet upstream of the liner leading edge (LE) to 2 feet downstream of the liner trailing edge (TE). ii. Acquire delta static pressure measurements using two static pressure ports (one upstream of the liner LE and one downstream of the liner TE). iii. Each measurement is to be conducted at centerline Mach numbers of 0.3 and 0.5 with: SAA1-34374 1 1. The sound source disengaged (off); 5 tests for repeatability 2. Single-tone source at 27 frequencies (400 to 3000 Hz in 100 Hz increments) and 2 sound pressure levels (SPLs) (120 dB and 140 dB or max SPL, whichever is lower) iv. For each test condition, compute the relative drag (relative to hardwall configuration) using NASA's static pressure drop method. b. Acoustic impedance data. i. For each sample, acquire acoustic pressure data at 95 microphone locations for the following test conditions: 1. Upstream (aft mode) source location 2. Centerline Mach numbers of 0.0, 0.3, and 0.5 3. Single-tone source at 27 frequencies (400 to 3000 Hz in 100 Hz increments) and 2 SPLs (120 dB and 140 dB or max SPL, whichever is lower). ii. For each test condition, educe the surface impedance spectra of the respective liners using two of NASA's uniform-flow education methods (Prony and CHE). 5. CDTR Test Plan: Collect, analyze, and provide the following data for 2 samples provided by Partner. a. Acoustic data. i. (i) For each sample, acquire acoustic pressure data at 158 microphone locations for the following test conditions: 1. Upstream (aft mode) source location 2. Centerline Mach numbers of 0.0, 0.3, and 0.5 3. Single-tone source at 14 frequencies (400 to 3000 Hz in 200 Hz increments) and 1 SPL (130 dB) 4. Six modes ({0,0}, {0,1}, {0,2}, {0,3}, {1,0}, and {1,1}, using {horizontal, vertical} description) – note that each mode is tested only for those frequencies where that mode is cut on ii. Determine the modal content upstream and downstream of the liner for each test condition. 6. Provide data to Partner via electronic format (e.g., Excel documents or ASCII text files). GFIT raw data will include static and acoustic pressure data, and processed data will include acoustic impedance spectra and relative drag computations. CDTR raw data will include acoustic pressure data, and processed data will include modal content upstream and downstream of the liner. 7. Return all Partner test articles to Partner. B. Partner will use reasonable efforts to: 1. Design, procure and provide all acoustic samples for aero and acoustic performance tests. SAA1-34374 2 a. Samples will meet facility design specifications provided by NASA LaRC in order to accommodate NASA test rigs (GFIT and CDTR). b. Six (6) samples will be provided for GFIT tests and two (2) samples will be provided for CDTR tests. c. Ensure the proper fit of the test articles in the testing facility. 2. Provide prioritization for test plan ARTICLE 4. SCHEDULE AND MILESTONES The planned major milestones for the activities defined in the "Responsibilities" Article are as follows: NASA LaRC to provide design specifications for Within two (2) weeks mounting the test articles following Effective Date Partner will design, procure, and provide all acoustic Within two (2) months samples to NASA LaRC following Effective Date Partner to provide prioritization of test plan to NASA Within one (1) week of LaRC delivery of acoustic samples NASA LaRC to complete test article fit checks Within two (2) weeks following receipt of acoustic samples NASA LaRC to complete testing and data collection Within two (2) months of six (6) GFIT test samples following receipt of GFIT test samples NASA LaRC to complete testing and data collection Within two (2) months of two (2) CDTR test samples following receipt of CDTR test samples NASA LaRC to deliver raw test data (GFIT or CDTR) Within two (2) weeks to Partner following completion of individual liner tests NASA LaRC to deliver GFIT (acoustic impedance Within two (2) months spectra and relative drag computations) and CDTR following completion of (modal content) processed data to Partner all GFIT and CDTR liner tests NASA LaRC to return all Partner test articles to Within two (2) months Partner following delivery of all processed data ARTICLE 5. FINANCIAL OBLIGATIONS SAA1-34374 3 A. Partner agrees to reimburse NASA an estimated cost of $52,314 for NASA to carry out its responsibilities under this Agreement. In no event will NASA transfer any U.S. Government funds to Partner under this Agreement. Payment must be made by Partner in advance of initiation of NASA's efforts on behalf of the Partner. B. Payment shall be payable to the National Aeronautics and Space Administration through the NASA Shared Services Center (NSSC) (choose one form of payment): (1) U.S. Treasury FEDWIRE Deposit System, Federal Reserve Wire Network Deposit System; (2) pay.gov at www.nssc.nasa.gov/customerservice (select "Pay NASA" from the Quick Links to right) of the page) or https://paygov.nssc.nasa.gov/ and select the appropriate NASA Center for the agreement from the drop down; or (3) check. A check should be payable to NASA and sent to: NASA Shared Services Center FMD – Accounts Receivable For the Accounts of: Langley Research Center Building 1111, Jerry Hlass Rd., Stennis Space Center, MS 39529 Payment by electronic transfer (#1 or #2, above), is strongly encouraged, and payment by check is to be used only if circumstances preclude the use of electronic transfer. All payments and other communications regarding this Agreement shall reference the Center name, title, date, and number of this Agreement. C. NASA will not provide services or incur costs beyond the existing payment. Although NASA has made a good faith effort to accurately estimate its costs, it is understood that NASA provides no assurance that the proposed effort under this Agreement will be accomplished for the above estimated amount. Should the effort cost more than the estimate, Partner will be advised by NASA as soon as possible. Partner shall pay all costs incurred and has the option of canceling the remaining effort, or providing additional funding in order to continue the proposed effort under the revised estimate. Should this Agreement be terminated, or the effort completed at a cost less than the agreed-to estimated cost, NASA shall account for any unspent funds within six (6) months after completion of all effort under this Agreement, and promptly thereafter return any unspent funds to Partner. Return of unspent funds will be processed via Electronic Funds Transfer (EFT) in accordance with 31 C.F.R. Part 208 and, upon request by NASA, Partner SAA1-34374 4 agrees to complete the Automated Clearing House (ACH) Vendor/Miscellaneous Payment Enrollment Form (SF 3881). D. Notwithstanding any other provision of this Agreement, all activities under or pursuant to this Agreement are subject to the availability of funds, and no provision of this Agreement shall be interpreted to require obligation or payment of funds in violation of the Anti-Deficiency Act, (31 U.S.C. § 1341). ARTICLE 6. PRIORITY OF USE Any schedule or milestone in this Agreement is estimated based upon the Parties' current understanding of the projected availability of NASA goods, services, facilities, or equipment. In the event that NASA's projected availability changes, Partner shall be given reasonable notice of that change, so that the schedule and milestones may be adjusted accordingly. The Parties agree that NASA's use of the goods, services, facilities, or equipment shall have priority over the use planned in this Agreement. Should a conflict arise, NASA in its sole discretion shall determine whether to exercise that priority. Likewise, should a conflict arise as between two or more non-NASA Partners, NASA, in its sole discretion, shall determine the priority as between those Partners. This Agreement does not obligate NASA to seek alternative government property or services under the jurisdiction of NASA at other locations. ARTICLE 7. NONEXCLUSIVITY This Agreement is not exclusive; accordingly, NASA may enter into similar agreements for the same or similar purpose with other private or public entities.
