From the desk of Gabriele Wood E-mail: [email protected] _____________________________________ 22 March 2016 Dear Stakeholder ENVIRONMENTAL IMPACT ASSESSMENT PROCESS PUBLIC PARTICIPATION PROCESS PROPOSED LETHABO PV SOLAR ENERGY FACILITY NEAR SASOLBURG, FREE STATE PROVINCE (DEA Ref: 14/12/16/3/3/2/753) NOTICE OF AVAILABILITY OF DRAFT EIA REPORT FOR PUBLIC REVIEW AND PUBLIC MEETING Eskom Holdings SOC Ltd is proposing to establish a 75MW photovoltaic (PV) solar energy facility and associated infrastructure on a site within the boundary of the Lethabo Coal Fired Power Station, approximately 25km north-east of Sasolburg in Free State Province on Farm 1814, within the jurisdiction of Fezile Dabi District Municipality and Metsimaholo Local Municipality. The facility is proposed to include several arrays of photovoltaic (PV) solar panels with a net generating capacity of up to 75MW. ENVIRONMENTAL IMPACT ASSESSMENT PROCESS In terms of sections 24 and 24D of the National Environmental Management Act (Act No 107 of 1998), as read with the Environmental Impact Assessment (EIA) Regulations of GN R543 – R546 (as amended), a Scoping and EIA process is required to be undertaken for the project. Eskom Holdings SOC Limited requires environmental authorisation from the National Department of Environmental Affairs (DEA) for the undertaking of the proposed project. In order to obtain authorisation, comprehensive, independent environmental studies must be undertaken in accordance with the EIA Regulations. As such, the project as well as the associated infrastructure has been registered with the National DEA under following application reference number: 14/12/16/3/3/2/753). AVAILABILITY OF A DRAFT EIA REPORT FOR PUBLIC REVIEW A Draft Environmental Impact Assessment (EIA) Report for the proposed Lethabo Solar Energy Facility has been prepared by Savannah Environmental and is available for a 30-day review period. The review period is from 22 March 2016 – 25 April 2016. You are invited to view the report at the following locations: » Sasolburg Library » Vereeniging Public Library The report is also available for download at www.savannahsa.com. Please submit comments to Savannah Environmental before or on 25 April 2016. Comments must be made as a written submission via fax, post or email. NOTICE OF PUBLIC MEETING Following the release of the Draft EIA Report, a public meeting has been convened to facilitate comments on the report. Details of the meeting are as follows: Date: Tuesday 12 April 2016 Time: 18:00 Venue: Lethabo Power Station, Visitor’s Centre The purpose of the public meeting is to provide you with more information regarding the proposed project (including technical details, project process and timeframes etc.), to provide a summary of the findings of the Draft EIA Report, to invite comment on the proposed project, and to further discuss possible issues of specific concern to you which may need to be addressed.
