The original Steering Group working in close concert with the Parish Council to ensure that the views of local people were heard and fully considered. Walton Parish Council agreed in September 2011 to develop a Neighbourhood Plan. Eleven Steering Group meetings were held between November 2011 and June 2014. All these meetings were open for villagers to attend. A first draft plan was drawn up in 2012.
