ACTIONS TAKEN EMERGENCY PREPAREDENESS AND RESPONSE: NDRRMC • Continuous dissemination of NDRRMC Advisories on Severe Weather Bulletins; Gale Warnings, Dam Water Discharges; and Flood Advisories to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels. • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and then advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants 2 • NDRRMC OPCEN remains under RED ALERT STATUS since 13 June 2012 in view of the entry of Tropical Storm “BUTCHOY” (GUCHOL) in the Philippine Area of Responsibility. • NDRRMC OPCEN disseminated the Hydrological Dam Situationer of Ipo Dam issued at 5:30 AM, 03 July 2012. Due to a significant water elevation of the Dam that is at 100.82 m as of 5:00 AM, the Ipo Dam Management may initiate spilling operation in the event that continuous rains will prevail. The water releases from Ipo Dam is expected to affect the low-lying areas along the Angat River from Norzagaray and Hagonoy. All residents living in the aforementioned areas are advised to be alert for possible increase in the water level downstream. REGIONAL PREPAREDNESS AND RESPONSE: • OCD NCR disseminated Weather Advisories to the Metro Manila DRRMCs and Regional Offices thru SMS and facsimile transmission for information and appropriate action. OCD-NCR EOC is activated effective 7:00 AM to monitor the situation in Metro Manila. Likewise alerted all local DRRMOs including CDAG (volunteer group) and OAAP. Mayor Del de Guzman of Marikina City requested for information on data re rain clouds based on Doppler Radar specific to Marikina City. • RDRRMC III disseminated NDRRMC advisories to RDRRMC Member Agencies and local DRRMCs; continuously monitors the release of Ipo Dam discharge and status of major roads and bridges in AOR; closely monitors the status of Bustos Dam; and alerted residents living in low-lying and mountainous area for possible flashflood PDRRMC Obando, Bulacan Mayor Orencio Gabriel announced suspension of classes in Obando national High School and all Public and Private schools from pre- elementary and high school levels on July 2, 2012. ° RDRRMC IV-B continuously in disseminating of Weather Bulletin and Gale Warning to PDRRMCs, CDRRMCs, LGUs and line member agencies through SMS and facsimile. Monitoring the weather situation in their AOR. LGUs were advised to put their operations centers on standby re: possible effects of LPA/Southwest Monsoon. ° RDRRMC IX disseminated weather and flood advisories to LDRRMC, Chairmen and line member agencies, 3 provinces, 5 cities and identified areas whose river systems, streams and tributaries are high risk to flooding for their appropriate preparations or actions. Monitoring team composed of radio volunteer groups are also activated to intensify their flood and landslide watch especially at night time and advised to report any weather disturbance and related eventualities for immediate response. Regional Disaster Management Center in Pagadian City and Regional Satellite Office in Zamboanga City are continuously manned by OCD personnel on a 24 hour basis to monitor and report events, receive and disseminate advisories emanating from central office while augmentation team from RDRRMC member agencies are on stand-by in case need arises. ° RDRRMC CARAGA disseminated 24 hour Public Weather Forecast through SMS to the RDRRMC member-agencies, Local DRRMCs and local radio/TV stations in the region. LGUs are closely monitoring status of water level in all waterways and tributaries that might cause or trigger flashfloods in their respective AORs. RDRRMC Operation Center continues to maintain 24/7 monitoring and undertakes coordination with the local DRRMCs for situational update. ______________________________________________________________________ 3.
