GUIDE TO RECORDS OF RATING AND TAXATION Introduction This Guide is intended to bring together in summary list form by parish all nominal lists of inhabitants which may be regarded as reasonably comprehensive of their kind. Thus some are full population lists, while others may be restricted to the owners and/or occupiers of land. Usually only the covering dates and major gaps are given. The parishes used as the basis of this guide are either ancient or civil (and not ecclesiastical) as is appropriate to the records in question. Parishes of different kinds may not have identical boundaries, especially in the nineteenth and twentieth centuries, and any introductory notes about boundary changes should be carefully read. Rating records Except in some ancient boroughs the earliest examples are church rates, which may date from the fifteenth or sixteenth centuries. Church Rates became voluntary after 1868, and any later examples will be increasingly incomplete. The parish poor rate was made compulsory in 1563 though records do not normally survive before the seventeenth century. This rate was the basis of all later civil rates. After 1835 it was collected on a district (Poor Law Union) basis, developing in the twentieth century into the district rate. It was administered by district councils after 1925. Rates were based on valuation lists, which were complete reassessments made at intervals, and which are listed separately. Annual, supplementary, valuations, may sometimes be found. Highway rates will generally be encountered in the eighteenth and nineteenth centuries, but there are occasional earlier examples. Taxation records The earliest surviving taxation records are to be found in The National Archives. Of these, particularly useful examples include the lay subsidy returns of 1524-1525, which are printed in Sussex Record Society 56 (ESRO Library); and the hearth tax returns of 1662, 1665-6, and 1670, which are available in ESRO on microfilm (XA 5 series); the 1662 returns for the Rapes of Lewes and Pevensey are published (ESRO Library). References to these are not given in this guide because they are arranged on a hundred/borough (ie tithing) basis, not by parish. The principal series of records listed here are the land tax assessments, which may range in date from 1693 to the 1930s or 1940s, though some places only begin in 1750 or 1780, and some may end in the mid-nineteenth century. The returns for East and West Sussex in 1785 have been published Sussex Record Society 77 and Sussex Record Society 82. Other forms of tax, such as the poll, window or other assessed’ taxes, may occasionally be mentioned, but there is no coherent series of these. The ‘Doomsday’ valuation of 1911 is a particularly useful countywide land and property assessment for that year. For further information about how to use it see the introduction to the IRV list. Introduction Tithe maps and apportionments These parish surveys recording the ownership and occupation of land and property, generally between 1836 and 1850, are particularly useful because they locate holdings on large-scale maps. Census returns Except for a few 1801-1831 national census returns, and for some private censuses, the records noted here are all microforms of originals held at The National Archives. Unless otherwise stated, they are all full population listings. There are surname indexes to the 1851 returns for eastern Sussex (ESRO Library) and national indexes to the returns 1841-1901 (www.ancestry.co.uk) and street indexes for Brighton, 1851-1901, Eastbourne, 1891-1901, Hastings, 1881-1901 and Hove, 1891-1901.
