Scarborough Whitby and Ryedale Local Area Group 18 February 2015, 10.30 am – 2.00 pm Castle House, Scarborough Minutes of the meeting Picture/symbol Agenda item Actions/who 1. Welcome Mark welcomed everyone to the meeting. Everyone introduced themselves. Mark explained the ground rules. 2. Minutes and action points from last meeting Dropped kerbs Beverley reported that this had not been discussed at group yet. To go on next Agenda. Traffic lights Beverley reported that this was going forward. Hate Crime Symbol Sue reported that the chain symbol is not being used consistently by North Yorkshire Police. There are no 1 discussions at the present time about this happening. The list of Hate Crime Reporting Centres to be added to the Police website, this had not been done as the list of Centres are not up to date. The Police website is reported to be out of date. Karen said that Castle House should be on the Hate Crime Reporting Centres list. Sue advised Karen to contact the local Police to check if Castle House is on list and to add it if it isn’t. Public Health Charter Sue reported that Dawn has not arranged a meeting with Lincoln Sargeant yet. This work is still to be completed. Pedestrian Crossing near Mencap Jim reported that he had followed this up from the last meeting. He had written to the Chief Inspector for Scarborough and had received a computer generated acknowledgement. Jim had received a telephone call from a Senior Officer and had been assured that action would be taken and that a Police Community Support Officer would monitor the pedestrian crossing. Jim suggested that this issue could be taken to Julia Mulligan at Partnership Board. Jim asked meeting for their views and comments. 2 George suggested that if people observe unsafe driving they could report this to someone in Mencap so there is a record and evidence of this. Darren asked about law relating to zebra crossings. Jim commented that this particular pedestrian crossing is an old style zebra crossing. Meeting discussed. Community Mapping Beverley reported that this item was on today’s Agenda. Safeguarding training Beverley reported that she had done this action. Jim commented that there are a lot of changes at Stephen Joseph Theatre currently. Gary mentioned the drama group that he had attended at Stephen Joseph Theatre and that he had enjoyed this. Inclusion North Vouchers Sue reported that local area groups had been asked what they would like to use the Vouchers for. No decisions had been made yet. Inclusion North had run some sessions a few months ago with regard to voting and this information had been included in their Newsletter. Sue reported that a session had been planned in the past through Mencap in Northallerton and with the Electoral College but only two people had signed up to course. 3 Jim commented that it was important for people to attend and give their time. Sue suggested asking who might be interested first before organising a course. Stewart and Action: Stewart and Beverley to put Beverley list together. Safe places Sue reported that George had offered to help with checking the protocols for the scheme, the documents are being prepared. The documents will be checked by the North Yorkshire Safe Places Task Group. Hydrotherapy pool Lynne reported that the Focus group has been writing to Hilary Jones at Scarborough Borough Council. A reply had been received to say that the new facility of new sports centre would not be hosting a hydro pool. Lynne reported that a family carer had emailed a potential funding bid and if successful this can then be put towards the facility. The family carer had asked for the full amount community groups can apply for. The building company involved in building the new facility have said happy to build facility, but not heard further from Scarborough Borough Council. Meeting discussed the hydrotherapy pool. 4 Jim suggested that we need an advocate to take the issue to the Council to see if it is an option, however it is up to everyone to speak to the Council, and speak to your Councillor and make that point. The online evaluation of the leisure village does not mention the hydrotherapy pool. Robert Goodwill has written about issue and also parents have written. Disability Sport England have also been contacted. Jim commented that the local education facilities regarding swimming pool at Springhead are not used fully, and this could be put to the Council. Comment made that over 100 people are eligible, however Springhead School pool is only open to 4.00 pm There was a discussion on this issue. Action – still waiting for information from Joss, people to keep contacting Joss Councillors and Council regarding hydrotherapy pool. 5 3. Discussion about appointing a new self advocate Co Chair and voting Mark read out from document explaining about the role of Co Chair and what this has involved for him in this role. My time as Co Chair of the Health Task Group.docx Sue reminded meeting that for the vacancies for the Partnership Board people should include a photo with their application form. Meeting asked why a photo was required. Sue reported that the Partnership Board is a larger organisation and that a photo was required as part of the application process. Mark said he wished to thank 6 Beverley and to Advocacy Alliance for their help they had given Mark in his role as Co Chair. 4. Update from Community Mapping group Stewart read out from document. Document is here. Feedback from Community Mapping Group.docx Beverley reported that she had made contact with Castle Network and they were happy to help with community mapping and computer support. Beverley has identified some gaps. Self advocates are forming a group and work to get the information out there. Easy read booklet or even just a Card to be made which will include places to give support and information. Booklet or Card to be given to care providers and managers. Group can take this forward and are meeting next week. Totally Locally want to be involved, they have a twice weekly newsletter and some information could be put in there. Questions from meeting. 7 George asked if this had been effectively done in other parts of North Yorkshire. Sue reported that Selby had done this and had pulled it all together. Hambleton and Richmondshire, their Start Team send out regular news sheet. Sue commented about making sure the information goes to the right people. George suggested could get copies from other groups. Beverley commented that she has a copy from Selby; however document is not always updated. Meeting discussed. 5. Update from Public Health Charter Lynne reported that she did not have an update on the Public Health Charter. However she did have an update on the Health Task Group as detailed below. 6. Self Advocates gave updates from consulting groups, family carers and health task group Health Task Group Lynne reported that a DVD had been made about the changes happening in the Learning Disability service in North Yorkshire. The DVD would be shown over today’s lunchtime. 8 Decisions are being made on how this service moves forward and will involve making changes in how services are delivered. Lynne gave out copies of the document. Lynne gave overview of document. Lynne reported that the DVD can go be taken to the Open Door Groups and shown there. Document is here. easy read 3p brief (2).docx Sarah gave an example of problems with meeting rooms for appointments where people feel more comfortable to attend. Mark commented about Eastfield Clinic. He had attended there over a long time and Mark felt that the staff do very good work there. Lynne said that it was great to get good feedback, however we need to get a bit better at certain things, Lynne said that there is a system in place for urgent referrals. George asked if the group could have access to a budget possibly from the Partnership Board. Action: Lynne will complete an application and then this will go from Lynne and George to the Partnership Board. George Meeting in agreement for application 9 to the Partnership Board. Lynne reported to meeting that a joint meeting had been held recently with the Service User and Carer Group from Mental Health. The CCG lead, Peter Billingsley, had also attended. Lynne informed meeting that there were changes being made in mental health service. The service is looking to reduce the Street Triage service in this area and are not looking to recommission this. Some money is going into Crisis Services for mental health, in home care. Lynne reported that she will keep Lynne meeting informed of changes and telephone numbers for out of hours services. Mark asked if a person had a need for Street Triage Service in night or if in town. Lynne reported that Street Triage had been attending more people that had been drunk than mentally unwell, however in future there will be someone to see, will still be the 136 suite, but the Crisis Team would be working in a different way if decision is made not to fund Street Triage. Lynne reported that the Crisis Team will be more accessible out of hours.
